She noted that the schools have good intentions but they
cannot make the parents follow the drop off plans. She said for years she has seen
parents not follow them and cause traffic, hazards, and endangering the safety of others.
She is concerned about the maintenance and safety of the property, noted that this is a
one-way street, and opined that it would then be difficult for emergency vehicles to access
it.
Mary Ann Clifford lives on Connecticut and opined that children receive a fine education
here. She spoke against the project while noting that Mayor Gee had earlier attended a
Planning Commission meeting in January to thank this Commission for their hard work
and how City Council relies on its decision. She noted that the Planning Commission
denied this project. She also noted that this site is not flat so that it is not as large as it
may seem.
Melissa Sanville works fulltime in industry and volunteers with teens on the evenings and
weekends and opined that private schools offer opportunities and options that public
schools, while great, may not, such as providing intimacy or special needs for children.
She opined that the Bergs are of high character and will work well with the community,
and that while a lot has been said about the noise and traffic, she spoke of investing in
our future, our children, who are the most valuable resource and she hopes the project
will be approved.
Richard Dalton said that he and his wife have been part of this community for about 25
years and they have raised nine children here and they have elected to use education
other than public schools. He spoke in support of the project noting that they are one of
many parents with a legitimate desire for alternative educational opportunities in the
community and that he is familiar with the Bergs and their efforts with Cambridge
Academy. He said this is a husband and wife small business, the Bergs have been
careful and sensitive in modifying their plans, this facility was fully reviewed and signed off
by the Fire Department, and that there is a long driveway inside the property for drop-offs.
He asked that the project be approved.
Karen Hooker has been a resident for over 35 years and spoke in favor of the project
while noting that she has attended most of the meetings (on this project). She opined that
as a senior herself, she already sees a lot of young families coming in and opined that
they would love to have alternative schooling here.
M/S Seybert/Foust to close public hearing. Motion carries by unanimous roll call vote.
One Council Member asked about the history of the site and the prior school that was
there. Associate Planner Michelle Littlefield confirmed that there was a previous school at
the site in which the City provided a reduction of the amount of students allowed at the
school. She said that at that time, the Council made a decision based on traffic concerns.
This same Council Member said he was surprised about the current Environmental
Impact Report (EIR) concerning the noise impact, but he had questions pertaining to the
JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD July 28, 2014
MEETING MINUTES PAGE 12
MINUTE BOOK NO. 65
Page No. 208
