i <br /> Joel Butler thanked the City Council and Planning Commission for their work and asked <br /> them to maintain their resolve in doing what they think is right while opining that what has <br /> been done is amazing. He spoke about providing flexibility and certainty in the process and <br /> he said one of the best ways to help incentivize and lead people along is new Zoning, like <br /> the Downtown Precise Plan, for areas outside of downtown, that can be moved around, <br /> applied to, and acted on, which will incentivize people to move forward for the housing <br /> wanted. <br /> Gita Dev had some suggestions: look at the Housing Element and the Zoning around the <br /> train stations, including at other cities; do not require any parking for secondary units based <br /> on lower income, more affordable housing as many lower income residents live in them and <br /> often manage without a car; preserve existing housing that still has a useful life, citing the <br /> example of affordable housing Portland where they transferred the additional housing rights <br /> to another site and thereby provides income stream for the buildings they want to save. <br /> Mary Bernier said that she has grown to love Redwood City and said that she is one of <br /> those people who has to live in her car on and off with a place to stay sometimes. She <br /> asked this be kept in mind and help people find a home like herself. <br /> Stephanie Munoz said that there are thousands of homeless in Santa Clara County and <br /> she learned that many of them are veterans. She opined that we owe veterans better, that <br /> they should not be homeless and that the U.S. government should furnish them with <br /> affordable housing on land they have, such as Moffett field, and that this could also include <br /> others besides veterans. <br /> After Public Comment, the Mayor asked the panel to discuss their views about Rent Control <br /> with no flexibility and whether or not that would produce housing. One of the panelists said <br /> that he would not come to Redwood City because Rent Control offers little flexibility. <br /> However, he added that if there is a funding source component, then it might be possible <br /> and there needed to be some gap financing involved. The Mayor clarified that someone <br /> would have to subsidize the difference. One other panelist further stated that rent <br /> stabilization by itself would be challenging without the funding. She recommended that <br /> funding be made available. Another panelist spoke about the fact that there is a difference <br /> befinreen Rent Control and Rent Stabilization. <br /> The Mayor also raised the issue of an Inclusionary Ordinance, its long term success, and <br /> does it have an impact on production and its pace. A panelist opined that there cannot be <br /> an Inclusionary Zoning due to the Palmer Act and has found it a barrier. He added that if <br /> the City had in-lieu fees or a flexible credit program, then that could work. He also cited the <br /> City of Pleasanton for having a good flexible program as an example. Another panelist <br /> added that there is enough demand to build a fee and Inclusionary Ordinances do not hurt <br /> development if the City sets the correct fee amount working with for profit and nonprofit <br /> development. She added that with Inclusionary Ordinances, developers can provide a <br /> subsidy, but someone always has to pay the gap funding. <br /> Mayor Gee asked about the supply and demand of housing in the Bay Area and how other <br /> cities are not doing their part to address these issues.
