Adoption of City of Redwood City 2015-2023 Housing Element (601)
Mr. Aknin, Community Development Director, introduced the item and explained the
sequence for the evening (presentation on file). Ms. O'Dell, Principal Planner, provided
the specifics on the Housing Element covering public outreach and the joint meetings
that were held to obtain input as well as Planning Commission meetings where the item
was reviewed and voted upon. She covered the four items that are part of the Housing
Element, as well as the RHNA (Regional Housing Needs Allocation) numbers. She
further provided a full breakdown of these numbers. Ms. O'Dell reviewed the prior goals
of the Housing Element and how staff's assessment was that the goal still stood but the
policies and programs could gain from some more tweaking. She highlighted that the
current emphasis includes: Affordability; Make it Easier to Build; Senior Housing; and,
Build on the Success of Downtown. Next, Ms. O'Dell addressed each of those topics by
elaborating on how each is defined more clearly and what each one encompasses. She
said that the California Housing and Community Development Department reviewed the
document and provided preliminary approval, and that the Planning Commission was in
concurrence with approval of the Housing Element. She added that no Zoning is being
changed.
One Council Member inquired about the buildings on Woodside Road and if they were
going to be brought into compliance. Another Council Member noted that there are no
plans to change the R1 (single family residential) Zoning. Mr. Aknin said that the only
plans for Zoning consideration are continuing the discussion with the community about
Accessory Dwelling Units.
Mayor Gee opened the Public Hearing.
REVISED JOINT CITY COUNCIL/SUCCESSOR AGENCY BOARD October 20, 2014
SPECIAL MEETING MINUTES PAGE 4
MINUTE BOOK NO. 65
Page No. 256
