One more Council Member asked if Partnership Redwood City is planning to come to Council and will it apply to Developers. Director Aknin replied that it will be in the March/April framework and that it will take another month to draft the ordinances due to many General Plan amendments associated with the ordinances and the public review of them. City Manager Bell added that some of the current development opportunities are aware of what the City would like for the community. Furthermore, if the developers are allowed to advanced then more discussions with the Council would take place whether or not there is a formal plan in place. The same Council Member appreciated to hear Dr. Bell's comments, because she wanted to make sure that there was no opportunity missed with the community. The same Council Member also asked about the timing of the Downtown Precise Plan Phase I I. Director Aknin said that there will be a detailed timeline in March/April 2015. He thinks it will be a year long process. Dr. Bell added that tonight they are only discussing the adjustments to the allocations of the current plan, which will allow them to move forward with the DTPP Phase II. The Mayor asked if Mr. Aknin could discuss why the Downtown Precise Plan emerged and how they got to the Maximum Allowable Development (MAD) in the Downtown Precise Plan. Director Aknin said that before there was MAD there was a capacity allotment on individual parcels. One Council Member interjected for clarification on the capacity numbers, which Mr. Aknin provided the net numbers. Thus, every category, except hotels, had more space to develop than what was currently proposed on the Maximum Allowable Development. Vice Mayor Foust said that the infbrmation Director Aknin just gave was important to keep in mind. Also, she said that majority of Downtown is owned by private property owners, who could have done their California Environmental Quality Act (CEQA) plans and the Council would have to go through each process if the Council did not do the Downtown Precise Plan. Vice Mayor Foust also reminded her colleagues that the City had done an Emergency Ordinance regarding Office space in the downtown due to the Tech Boom in the early 2000s in that much of the space was taken up by offices. She said that the Council then didn't want any more Office space; it wanted retail and other spaces used other than office. The Mayor added that the CEQA (California Environmental Quality Act) process was refined to streamline the process, so this was how the City came up with the Maximum Allowable Development (MAD). He further stated that what the staff proposes is to maintain the limits. Vice Mayor Foust referenced the emails Council received and how the writers believed Council was increasing the Maximum Allowable Development. She said that Council is not doing that. Director Aknin and Dr. Bell confirmed that it is a redistribution of the current Downtown Precise Plan and it is in conformance with the Environmental Impact Report of the Downtown Precise Plan.
