spoke in favor of staying with the plan for powntown as it is as both Caltrain and
Whipple are already at capacity.
Kris Johnson said he has two young sons and they often walk downtown. He
commended Councils and staff, past and present, for their hard work on the Downtown
Precise Plan and expressed excitement about the changes. He expressed concerns
about understanding going beyond MAD (Maximum Allowable Development Standards)
limits for Office space; the simultaneous office construction and he asked what are the
expected benefits the City is getting from these office workers? He spoke in favor of
balancing housing, office space, and traffic with retail parking and traffic issues are
addressed and resolved.
Susie Peyton spoke of her past and current community involvement in a number of
things and being active in local schools. She spoke of her love and enjoyment of this
City, opined that Council has been a good steward of this City, and she had felt
confident in the Downtown Precise plan when it was in the works, but is now concerned
about the current construction, some of the height allowances, and the staff
recommendation. She spoke in favor of staff recommendation for option 1 and allowing
people to see how things will work.
Gary Behrins opined that it is disheartening to see and feel the City changing with
buildings that are too tall, the creation of more wind tunnels, like the area by the jail,
which might change the climate of downtown. He spoke in favor of going slower, being
smaller with low, 4-5 story buildings, and maintaining our now vibrant "community feel"
and cited San Carlos as an example.
Mike Bigler opined that Redwood City is primarily for residents and questioned what
serves residents better: a theater, restaurant or an office building?
Eric Lochtefeld, representing Fox Theater and a development group, said he
understands the passion and trying to adjust with the loss of the Caltrain station parking
lot for finro years. He said he is part of the second group and they talk about what they
can do around the Fox Theater and they want to make things better by putting in a
parking lot that will connect to the existing Jefferson garage and allow another way to
enter and exit and help with the flow. He spoke against making assumptions about
developers, noting that he lives in a modest home in San Mateo, works hard every day
has a mortgage on the Fox Theater, and that we are all interrelated.
Michaeka Coan said she is deeply concerned about recent changes in downtown and
that her friends and neighbors also share the same concerns about development and
proposed changes to MAD (Maximum Allowable Development standards). She spoke
in favor of having a balance between housing and jobs and noted that 4/5 of people
working here are commuting in and that with more Office space, we can expect more
people driving in and that they may not necessarily be residents. She is concerned that
there be enough housing, affordable housing, the possible need for another grocery
store, and she urged Council to slow down new development and see how the current
changes play out first.
JOINT CITY COUNCIUSUCCESSOR AGENCY BOARD December 8, 2014
MEETING MINUTES PAGE 12
MINUTE BOOK NO. 65
Page No. 294
