7.3.A. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> January 26, 2015 <br /> SUBJECT <br /> Installation of Stop Signs at various locations <br /> RECOMMENDATION <br /> Approve, by resolution, the installation of stop signs: on Fernside Street at Goodwin <br /> Avenue, on Carson Street at Fernside Street, on Sterling Way at Fernside Street, on <br /> Charter at Stambaugh; and <br /> Approve, by resolution, the removal of stop signs on Fernside Street at Carson Street. <br /> BACKGROUND <br /> A number of Fernside Street residents have expressed concerns regarding traffic safety <br /> and undesirable driving behavior in their neighborhood. They have also expressed <br /> concerns about Adelante School traffic. Over the past year the City has conducted a <br /> trial of speed humps on Fernside Street, as well as the installation of signing and <br /> striping changes to address these concerns. Despite the modifications, the concerns <br /> remain. In addition, a "Safe Routes to School" safety audit completed for Adelante <br /> School recommended modifications to the stop signs along Fernside to increase the <br /> safety and ease with which those students may walk to school. <br /> Staff has also been developing the design for safety improvements at Hoover <br /> Community School. The community requested that staff consider the installation of a <br /> stop sign on Charter Street at Stambaugh Street. This was requested to increase safety <br /> for the children who cross there to go to school, access the Boys and Girls Club, and to <br /> participate in outdoor activities at the playing fields. <br /> ANALYSIS <br /> Fernside Stop Signs <br /> Staff reviewed roadway safety concerns expressed by Fernside neighborhood <br /> residents. The specific concerns focused on insufficient traffic control, difficulty <br /> navigating the intersections and unsafe pedestrian crossings. City staff reviewed <br /> intersection characteristics along Fernside Street and made the following <br /> determinations: <br /> • Fernside Street and Goodwin Avenue should have an all-way stop sign. <br />
