Adopt a resolution approving formation of a Complete Streets Advisory <br /> Committee including the pilot mission, duties, structure, and membership of the new <br /> Committee as outlined therein. <br /> 2. By motion, direct staff to begin the member recruitment process for the new <br /> Complete Streets Advisory Committee. <br /> 3. By motion, direct staff to advertise for construction the Farm Hill Boulevard Street <br /> Improvement Pilot Project and to finalize an evaluation and monitoring program for the <br /> project. <br /> BACKGROUND <br /> The purpose of this meeting is to update Council on two complete streets efforts since <br /> the last Council study session in February 2013 and for the Council to consider: <br /> 1. Formation of a pilot Complete Streets Advisory Committee, and <br /> 2. Directing staff to pilot and evaluate the Farm Hill Boulevard Street Improvement <br /> Project as a way to increase safety for all roadway users. <br /> Complete Streets Advisory Committee <br /> In 2008, Council appointed a 3-person study team to research best management <br /> practices of successful bicycle/pedestrian committees and programs, and to <br /> recommend the format, scope, and responsibilities of a formal committee. The study <br /> team evaluated and discussed several options, and in January 2009, recommended to <br /> Council the formation of a Redwood City Complete Streets Advisory Committee <br /> (Advisory Committee), with an emphasis on traditionally under-represented users such <br /> as bicyclists and pedestrians. Forming an Advisory Committee will establish a <br /> community body to 1) help facilitate Complete Streets transportation options in <br /> Redwood City; 2) provide staff with recommendations for pragmatic and specific user <br /> solutions; and 3) serve as ambassadors to help educate, communicate, and promote <br /> complete streets to the broader community.
