9.A. - Page 3 <br /> As part of roadway resurfacing projects in summer 2013, the following changes were <br /> made on Farm Hill Boulevard and Jefferson Avenue to increase safety for various <br /> roadway users: <br /> • Yield markings were added in advance of high-visibility crosswalks at <br /> unsignalized locations to increase driver awareness of these crossings, <br /> • Shared roadway markings ("sharrows") were added along the corridor (from <br /> Woodhill Drive to El Camino Real) to indicate where bicyclists can ride outside of <br /> the "door zone" of parked vehicles, <br /> • Outside edge lines were added, which narrowed the travel lanes and provided a <br /> buffer between parked vehicles and the travel lane, and <br /> • A high friction surface was added around the Jefferson Avenue curve to reduce <br /> the likelihood of vehicles skidding. <br /> In the summer of 2014, Brewster Avenue, between Fulton Avenue and Broadway, was <br /> redesigned with a three-lane cross section and bicycle lanes. At the same time a <br /> westbound bicycle lane was added on Broadway, between El Camino Real and <br /> Brewster Avenue, along with enhanced crosswalk markings for the crosswalk at Arch <br /> Street. This project has been well received and additional improvements are planned for <br /> this year to increase safety for people crossing the street and to increase the visibility of <br /> potential vehicle-bicycle conflict zones. <br /> ANALYSIS <br /> Complete Streets Advisory Committee <br /> Since formation of the Advisory Committee was put on hold, regional and state <br /> requirements for Complete Streets policies and committees have been instituted' and <br /> development in Redwood City continues. At the August 2014 meeting of the General <br /> Plan Council Subcommittee, members Pierce and Aguirre recommended that the <br /> Council once again consider formation of the Advisory Committee with some minor <br /> changes to the committee composition. Their recommendations to open committee <br /> membership to employees in Redwood City, to modify meeting frequency to quarterly, <br /> and to pilot the committee format and structure are included in Attachment 1. <br /> As with other boards, committees, and commissions, the Advisory Committee will be <br /> advisory in nature and will follow the same processes for bringing recommendations to <br /> Council for consideration. The Advisory Committee will provide recommendations for <br /> The Complete Streets Act of 2011 requires that California cities include complete streets policies in their general <br /> plan circulation elements.Via Resolution 4108,the Metropolitan Transportation Commission(MTC)now requires <br /> cities to have a Bicycle Advisory Committee in order to be eligible for Transportation Development Act Article 3 <br /> grant funds.Eligibility for funding programmed through the One Bay Area Grant program requires compliance with <br /> the Complete Streets Act. <br /> Page 3 of 10 <br />
