9.A. - Page 5 <br /> Based on General Plan policies, feedback from the General Plan Subcommittee, <br /> members of the community, and the previous work of a Council appointed study <br /> team in 2008, staff recommends the following: <br /> • That the City Council create a Complete Streets Advisory Committee, approve <br /> the pilot version of the committee's mission, duties, structure, and membership, <br /> and direct staff to begin the member recruitment process. <br /> • Following a two-year pilot period, staff would evaluate the effectiveness of the <br /> committee duties, structure, and formal and make recommendations to the City <br /> Council on what modifications, if any, should be considered. <br /> Farm Hill Boulevard Street Improvement Pilot Project <br /> Staff has continued to monitor traffic operations and safety along the project corridor <br /> since the road was resurfaced and striping changes were made in 2013. <br /> Volume and speed data were collected in August 2014 at the same locations as were <br /> collected in May 2012. Comparing data from the two dates shows that traffic volumes <br /> have generally increased (by 500 to 900 vehicles per day on average) and that <br /> speeding continues to be widespread (60-90% of people drive faster than the posted <br /> speed limit and 2-9% drive faster than 10 miles per hour over the speed limit). <br /> Over the course of the 2012 community planning process, the primary concerns with <br /> modifying the lane configuration were the potential for the project to: <br /> • Add delay for people driving through the corridor, and <br /> • Increase difficulty for residents getting out of driveways or side streets. <br /> Attachment 3 illustrates the proposed design in plan view and shows typical cross- <br /> sections at midblock locations. The proposed design generally converts the existing 4- <br /> lane roadway (two lanes in each direction) into a 3-lane roadway (one lane in each <br /> direction with a two-way center turn lane). As the characteristics of the road (grade, <br /> curves, adjacent land uses, etc.) and its width change, the proposed design varies <br /> somewhat too. <br /> The proposed pilot design incorporates multiple modifications made expressly to <br /> minimize additional delays for drivers and impacts on people who live on Farm Hill <br /> Boulevard and Jefferson Avenue. In particular: <br /> • Both travel lanes are kept on the upper part of Farm Hill Boulevard, going <br /> towards Canada College and 1-280, to keep cars from being trapped behind slow <br /> moving vehicles such as SamTrans buses. <br /> Page 5 of 10 <br />
