01/26/2015 <br /> TERMS OF MEMBERS <br /> The term of office of each member of the Advisory Committee shall be two (2) <br /> years, expiring on May 31 of the second year. Upon formation of the committee, <br /> initial terms shall expire on May 31, 2017. Members will continue to serve until <br /> their successors are appointed. In the event of a vacancy, a successor will be <br /> appointed by City Council for the remainder of the term. <br /> OFFICERS AND DUTIES <br /> The Advisory Committee will elect one of its members to serve as chairperson, <br /> and one to serve as vice chairperson. The first chair/vice chair will be elected <br /> during the Advisory Committee's initial meeting, and will serve through May of <br /> 2016. Thereafter, the Advisory Committee will elect its chair/vice chair in June of <br /> each year. The chairperson will preside at all meetings, submit all motions for vote, <br /> interface with the City staff liaison, and in general carry out all activities ordinarily <br /> required of a committee chairperson. The vice chairperson will assume and <br /> perform the duties of the chairperson during his/her absence. <br /> SUBCOMMITTEE <br /> From time to time the Advisory Committee may appoint: <br /> • A subcommittee, composed of Advisory Committee members, to study a <br /> topic defined by the Advisory Committee. After making its report, the <br /> subcommittee will be dissolved. <br /> • A member to serve as a liaison for the Advisory Committee to a lengthy <br /> planning project. The appointment will end at the project's completion. <br /> MEETINGS <br /> Regular meetings of the Advisory Committee will generally be held once per <br /> quarter, but may be scheduled less frequently when appropriate as determined by <br /> the chairperson and City staff. Additional "special sessions" may be held as <br /> required. Quorum must be met. All meetings are open to the public and governed <br /> by the provisions of the Ralph M. Brown Act, Government code Section 54950, et <br /> seq., and by all procedures relating to boards, committees, and commissions. <br /> Staff resources to support meetings will include one staff member who attends <br /> meetings and serves as staff liaison, and one staff member who attends meetings <br /> and prepares meeting packets, agendas, and action minutes. <br /> TECHNICAL AND PROFESSIONAL ADVICE OR SERVICE <br /> The Advisory Committee will have available to it, as appropriate, the services of <br /> City staff including engineering and planning professionals, who may be asked to <br /> attend a meeting to provide technical advice and services. This is subject to <br /> financial constraints and staff members' engagement in other public duties. <br /> PROGRESS REPORTS <br /> In January of each year, beginning in 2016, the Advisory Committee will present a <br /> formal status report to City Council, including a written report of progress and <br /> ATTY/RESO.3047/CC RESO APPROVING FORMATION OF COMPLETE STREET ADVISORY RESO.#15389 <br /> REV:02-11-15 VR MUFF#701 <br /> Page 4 of 5 <br />
