Approve Resolution of Support for Voluntary Quality Preschool for all 3 and 4 Year <br />Olds in San Mateo County (708) <br />Council Member Hartnett requested stated his reason to pull from the Consent <br />Calendar was to highlight the issue and express concern about the financial <br />implications of such programs during current economic times. He stated his <br />understanding of the program is that tobacco money would be coming through the <br />State without a direct cost. His concern about adopting resolutions to implement <br />programs is that it gives a false sense of economic well being and budget stability <br />that the City and State do not have. He further stated his support of this resolution <br />as a statement of moral support but cannot support a commitment to financial <br />resources for the City and does not think it wise for the State to embark upon the <br />program. <br />Recommendation <br />M/S Hartnett/Pierce to approve Resolution of Support for Voluntary Quality <br />Preschool for all 3 and 4 Year Olds in San Mateo County. <br />RESOLUTION 14579 IN SUPPORT OF VOLUNTARY QUALITY PRESCHOOL FOR ALL <br />3 AND 4 YEAR OLDS <br />The motion passed by a unanimous roll call vote. <br />7. PUBLIC HEARINGS <br />A. Annual Action Plan to the Consolidated Plan for FY 2004 -2005 (404) <br />City Manager Everett excused himself as he serves on the Board of Shelter <br />Network. <br />Housing Coordinator Jones - Thomas stated that in the year 2000, the City adopted <br />a five -year consolidated plan, and each year thereafter, the City updates its <br />Annual Action Plan to reflect the use of the funds received in that year. She <br />explained the Citizens Participation Process and introduced J.P.
