Melissa Lukin, Director of CORA (Community Overcoming Relationship Abuse), <br />thanked Council for support of their agency and proposal. She further explained <br />the merger of agencies and its results. Countywide free and confidential services <br />are offered and most importantly, it is the only emergency shelter for domestic <br />violence survivors in the county. She stated that the same 15 beds since 1978 are <br />the only ones available and the proposed allocation of funds would be critical to <br />enabling the ability to meet the needs of those in need of help. <br />M/S Foust/Howard to close the public hearing. The motion passed by a <br />unanimous voice vote. <br />Council Member Bain stated that as Council liaison to the Housing and Human <br />Concerns Committee (HHCC), he can assure Council that throughout the <br />deliberation of the HHCC, due diligence was applied and tough choices were <br />made while considering Council's priorities. Other Council Members voiced similar <br />appreciation and acknowledgement to the Housing and Human Concerns <br />Committee. <br />Recommendation <br />M/S Bain /Ruskin to adopt the Annual Action Plan and authorize the City Manager <br />to execute and file documents related to the Annual Action Plan for submittal to <br />the U.S. Department of Housing and Urban Development. <br />ADOPT RESOLUTION 14580 APPROVING ANNUAL ACTION PLAN OF THE <br />CONSOLIDATED PLAN (2000 -2005) AND APPLICATION FOR FEDERAL ASSISTANCE <br />(COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME INVESTMENT <br />PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS FOLLOWED ITS <br />ADOPTED CITIZEN PARTICIPATION PLAN; AND AUTHORIZING EXECUTION AND <br />FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL YEAR 2004- 2005) <br />The motion passed by a unanimous roll call vote. <br />B. Zoning Map and Zoning Text Amendments to allow the proposed Abbott <br />Laboratories "West Coast Research Center" campus at 1 Cardinal Way (terminus <br />Chesapeake Drive, former Cargill "Salt Pile" site). (602) <br />Senior Planner Ekas gave the report explaining the various components to the <br />proposal. <br />Deborah Helkowski, Director of U.S. Operations for Abbott Vascular Devices and <br />a resident of Redwood City, and joining her was Les Sturgeon, Vice President of <br />Global Facilities and Engineering, stated that Abbott Labs is an international <br />pharmaceutical and medical device company headquartered in Chicago.
