EXHIBIT "A" <br /> SCOPE OF SERVICES <br /> GES will perform the following activities, as described in the July 30, 2014, Workplan: <br /> Task 1 —Well Gauging and Groundwater Sampling <br /> GES will measure depth to groundwater, and will purge and sample water from the 18 <br /> accessible monitoring wells. The monitoring event will include the following: <br /> • Gauge and sample the 17 onsite wells, as well as the one offsite well installed on <br /> City property in 2008 by Genesis Engineering and Redevelopment (Genesis) at <br /> the intersection of Jefferson Avenue and Middlefield Road as part of the <br /> negotiations with the Bolton family; <br /> • Purge at least three well casing volumes of groundwater from each well using a <br /> Waterra pump and dedicated tubing; <br /> • Measure pH, temperature, and electrical conductivity until the measurements are <br /> stable; <br /> • Collect a groundwater sample from each well; <br /> • Submit samples to a California certified analytical laboratory for analysis of <br /> selected halogenated volatile organic compounds (HVOCs) by EPA Method <br /> 8260B; and <br /> • Place purge water in 55-gallon drums for proper disposal. <br /> Task 2 — Chemical Analysis of Groundwater Samples <br /> Groundwater samples will be submitted to a State-certified chemical testing laboratory <br /> under chain-of-custody for analysis of a select list of HVOCs that include: PCE; TCE; <br /> cis-1,2-DCE; trans-1,2-DCE; 1,1-DCE; and vinyl chloride, by EPA Method 8260B. <br /> Task 3 — Preparation of Quarterly Monitoring Reports (QMRs) <br /> Upon completion of Tasks 1 and 2, GES will then prepare a draft Groundwater <br /> Monitoring Report for review by the City. With the City's comments, GES will finalize the <br /> report for submittal to RWQCB. <br /> For budgeting purposes, we have assumed that only minor revisions to the draft report <br /> will be needed <br /> Task 4— Ongoing Consultation, Regulatory Agency Discussions, and Project <br /> Management <br /> GES will continue to consult with the City via meetings, teleconferences, and e-mail, <br /> throughout the project. We will also discuss the project status with RWQCB staff, and <br /> will coordinate with Regency Centers on Site access details and performance of Site <br /> work, as necessary, in accordance with the License and Access Agreement between <br /> the City and Regency Centers, executed on November 12, 2014. <br /> This task also includes time for management of the project budget, schedule, and <br /> invoicing matters. <br /> ATTY/AGR.2015.014/GROUNDWATER&ENVIRONMENTAL SERVICES <br /> REV:O1-27-15 MLG <br /> Page 9 of 30 <br />
