The City is also participating in the Countywide Nexus Study, which could <br /> allow for a housing impact fee to be collected in conjunction with a <br /> commercial or marker rate residential development. Consideration of this <br /> nexus fee will also be included in the above - mentioned "Partnership Redwood <br /> City" program. Preliminary results from the nexus fee study will be available <br /> in March, and the regional study will be completed this summer. <br /> 4. The City owns a potential development site on Bradford Street in the <br /> Downtown Precise Plan area. A Request for Proposal for an affordable <br /> housing development on this site will be considered by the City Council in the <br /> upcoming months. The City controlling this land is critically important, as the <br /> cost of land is the largest impediment for the production of affordable housing <br /> in the region. <br /> 5. Based on direction from the City Council's General Plan Subcommittee, City <br /> staff will soon be bringing forward the scope of an El Camino Area Plan for <br /> Council review. This Plan is expected to have a particular focus on creating <br /> an incentive structure necessary to produce housing at all income levels. <br /> 6. The City is still pursuing a lawsuit against the State of California's Department <br /> of Finance for their taking of $10 million of affordable housing funds that had <br /> been set aside for projects in Redwood City. <br /> 7. As mentioned above, the opportunity has presented itself for the City to <br /> partner with Habitat for Humanity where the City can subsidize their project to <br /> generate 20 affordable ownership units in the Downtown area. Based on <br /> Council direction, this would be brought back to Council for final consideration <br /> in the coming months. <br /> 8. Utility Users Tax (UUT):_The Council has a long standing policy of using UUT <br /> for Capital Improvement Projects. Recently, the state adopted new legislation <br /> that allows for the collection of UUT for prepaid wireless services for <br /> jurisdictions already collecting UUT. This is for a 4 year period that begins in <br /> 2016. The estimated revenue this will generate for the City is expected to be <br /> approximately $1 million to 1.9 million per year. The Council could direct staff <br /> to allocate this new revenue stream to a housing fund. The regular and on- <br /> going UUT would remain dedicated to Capital Improvement Projects. <br /> Next Steps <br /> The above - mentioned programs are either ongoing or expected to be considered by the <br /> Council in the upcoming months. The City will invite the public to engage in this <br /> ongoing discussion throughout 2015. <br /> ALTERNATIVES <br /> None, this is an information only report at this time. <br />
