04/26/2004 Determination determining that the proposed Community Development Block Grant Program and approval of the Consolidated Plan, as set forth in the Application, is exempt from the requirements of NEPA and CEQA as a ministerial project and does not have a significant effect on the environment, and a notice of such determination has been filed with the County Clerk of San Mateo County; and WHEREAS, an Executive Summary and a 30 -day Request for Citizen Comments on the draft plan have been published for citizen comment prior to forwarding the documents to Council for approval; and WHEREAS, on March 4, 2004, the Housing and Human Concerns Committee completed funding recommendations for CDBG and HOME on March 4 and approved the final Action Plan on March 23, 2004; and WHEREAS, on April 13, 2004, the Planning Commission reviewed the capital projects included in the Action Plan and concurred that the activities conform to the City's General Plan; and WHEREAS, pursuant to the requirements of Section 104(a) of the Act, the City has followed its Citizen Participation Plan as part of the process for determining how the grant funds herein referenced will be used, and WHEREAS, on April 26, 2004, the Council then held a public hearing as to all matters included in the staff report of the same date; and WHEREAS, this Council desires to approve the Action Plan, the Application for a Community Development Block Grant and HOME Grant, and to authorize the execution of all documents pertaining thereto, including all understandings and assurances connected therewith.
