<br /> OS/24/2004 <br /> disputes, claims filed, submittal of disputes to mediation, <br /> arbitration, or other dispute-resolving procedures, and litigation <br /> pertaining to prior public works or private construction projects; and <br /> 8. Such other information as the Manager shall determine relating to <br /> the ability, capacity and skill of the prospective bidder to perform <br /> the contract for the designated project. <br /> The Manager shall adopt and apply a uniform system of rating prospective <br /> bidders on the basis of the standard questionnaire submitted for a <br /> designated project. Based upon said system, those prospective bidders <br /> who or which qualify for bidding on the project shall be notified thereof in <br /> writing by the Manager and shall be invited to submit written, sealed bids <br /> in the manner provided in this Article for the submittal of bids following <br /> publication of public notice inviting bids; provided, that such publication <br /> shall not be required in the case of invitation to submit bids from <br /> prequalified bidders. <br />C. The Council shall have the power to reject any and all bids and solicit or <br /> advertise again, or invite bids from prequalified bidders again, or to <br /> provide for the work in question to be done pursuant to Section 68 of the <br /> Charter. <br /> The Council may waive any irregularities in bids received or permit the <br /> correction of erroneous bids when the Council finds that the irregularity or <br /> error was not the result of fraudulent intent on the part of the bidder and <br /> that the best interests of the public would be served thereby. <br />Sec. 2.72 EXECUTION IN WRITING OF CONTRACTS EXCEEDING TEN <br />THOUSAND DOLLARS <br />All purchase contracts entered into by the City for the purchase of materials, <br />personal services, equipment or supplies costing more than ten thousand dollars <br />($10,000), exclusive of sales tax and freight, and all contracts for the performance of <br />any public work or improvement shall be in writing and shall be executed by the City <br />Manager. <br />Sec. 2.77 PROCEDURE FOR CONTRACTS OF SIXTY THOUSAND <br />DOLLARS OR LESS FOR MATERIALS, EQUIPMENT, SUPPLIES OR <br />PERSONAL SERVICES <br />The City Manager may, without public advertisement or observing the <br />procedures prescribed herein for the awarding of written contracts, may enter into all <br />contracts for: <br />Atty/Ord/Ord.202 4 2263 <br />050304 Muff#30B <br />
