7.1.B. - Page 1 <br /> REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br /> February 23, 2015 <br /> SUBJECT <br /> Water Connection and Service — 862 Sweeney Avenue (APN 054-083-170), in <br /> unincorporated San Mateo County, CA <br /> RECOMMENDATION <br /> Confirm determination that the Project is exempt from CEQA (California Environmental <br /> Quality Act). <br /> Approve, by resolution, a request to the Local Agency Formation Commission (LAFCO) <br /> for extension of water services outside jurisdictional boundaries to 862 Sweeney <br /> Avenue, in unincorporated San Mateo County, pursuant to Government Code Section <br /> 56133. <br /> BACKGROUND <br /> The property at 862 Sweeney Avenue (APN 054-083-170) is developed with an existing <br /> warehouse. The parcel is located outside Redwood City's jurisdictional boundaries, but <br /> is within the City's sphere of influence and water service boundaries. The property <br /> owner has applied to San Mateo County Building Department to obtain a building <br /> permit. During the review process, it was discovered that the property does not have a <br /> water service and that is been served by the contiguous property on the back lot, at 865 <br /> Douglas Avenue, that belongs to the same owner. Therefore, in order to obtain self- <br /> sufficiency, and legalize the buildings in the subject parcel, San Mateo County Building <br /> Department required the owner to obtain a new water connection from Redwood City <br /> Water. The existing water main along the frontage of the property is 8 inch in diameter <br /> and therefore is of adequate size to serve the property. <br /> ANALYSIS <br /> The extension of water service outside jurisdictional boundaries is not a frequent <br /> occurrence. The occasional addition of a residential connection is not anticipated to <br /> have any significant impact on the city's total water allotment. LAFCO requires Council's <br /> authorization, by resolution, of requests made for new services. Staff recommends that <br /> the City request LAFCO's approval to extend water service outside jurisdictional <br /> boundaries to 862 Sweeney Avenue pursuant to Government Code Section 56133. <br /> The proposed service extension is subject to the following conditions and fees: <br /> 1. LAFCO approval of the application for the proposed water service connection. <br />
