Project at 1675, 1679, & 1685 Kentfield Avenue; and has considered the foregoing at a <br /> duly noticed public hearing on February 3, 2015; and <br /> WHEREAS, by this resolution, the City, as the lead agency under CEQA, desires <br /> to comply with the requirements of CEQA, the CEQA Guidelines, the applicable <br /> provisions of the California Government Code, and the applicable provisions of the <br /> City's Zoning Ordinance and Municipal Code, in connection with the approval and <br /> subsequent implementation of the La Palma Project at 1675, 1679, & 1685 Kentfield <br /> Avenue. <br /> NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION <br /> OF THE CITY OF REDWOOD CITY, AS FOLLOWS: <br /> A. The IS/MND (attached hereto as Exhibit A) and the associated MMRP <br /> (attached hereto as Exhibit B) are hereby adopted based on the following findings: <br /> 1. The above recitals are true and correct and together with the Staff <br /> Report and the application materials, including without limitation the IS/MND and all <br /> other documents, reports, studies, memoranda, maps, oral and written testimony, and <br /> materials in the City's file for the application and the Project, and all adopted City <br /> planning documents relating to the La Palma Project at 1675, 1679, & 1685 Kentfield <br /> Avenue and the property including the City's General Plan, Zoning Ordinance, and other <br /> applicable City laws and regulations and associated approved and certified <br /> environmental documents, have together served as an adequate and appropriate <br /> evidentiary basis for the findings and actions set forth in this Resolution. <br /> 2. The City of Redwood City is the lead agency under California <br /> Environmental Quality Act (CEQA) for preparing the IS/MND, and the Planning <br /> Commission is the entity with final decision-making authority with regard to approval of <br /> the La Palma Project at 1675, 1679, & 1685 Kentfield Avenue. <br /> 3. The Planning Commission finds that the IS/MND for the Project was <br /> presented to the Planning Commission, that the IS/MND was prepared, published, <br /> circulated, reviewed and completed in full compliance with State law and CEQA <br /> Guidelines, that there was adequate public review of the IS/MND, that it has considered <br /> all comments on the IS/MND, that the ISIMND adequately discusses all significant <br /> environmental issues, and that the IS/MND reflects the independent judgment and <br /> analysis of the Planning Commission. <br /> 4. Pursuant to Section 15074 of the CEQA Guidelines, the Planning <br /> Commission finds that there is no substantial evidence that the Project, as mitigated, <br /> will have a significant effect on the environment.
