Project at 1675, 1679, & 1685 Kentfield Avenue; and has considered the foregoing at a duly noticed public hearing on February 3, 2015; and WHEREAS, by this resolution, the City, as the lead agency under CEQA, desires to comply with the requirements of CEQA, the CEQA Guidelines, the applicable provisions of the California Government Code, and the applicable provisions of the City's Zoning Ordinance and Municipal Code, in connection with the approval and subsequent implementation of the La Palma Project at 1675, 1679, & 1685 Kentfield Avenue. NOW THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION OF THE CITY OF REDWOOD CITY, AS FOLLOWS: A. The IS/MND (attached hereto as Exhibit A) and the associated MMRP (attached hereto as Exhibit B) are hereby adopted based on the following findings: 1. The above recitals are true and correct and together with the Staff Report and the application materials, including without limitation the IS/MND and all other documents, reports, studies, memoranda, maps, oral and written testimony, and materials in the City's file for the application and the Project, and all adopted City planning documents relating to the La Palma Project at 1675, 1679, & 1685 Kentfield Avenue and the property including the City's General Plan, Zoning Ordinance, and other applicable City laws and regulations and associated approved and certified environmental documents, have together served as an adequate and appropriate evidentiary basis for the findings and actions set forth in this Resolution. 2. The City of Redwood City is the lead agency under California Environmental Quality Act (CEQA) for preparing the IS/MND, and the Planning Commission is the entity with final decision-making authority with regard to approval of the La Palma Project at 1675, 1679, & 1685 Kentfield Avenue. 3. The Planning Commission finds that the IS/MND for the Project was presented to the Planning Commission, that the IS/MND was prepared, published, circulated, reviewed and completed in full compliance with State law and CEQA Guidelines, that there was adequate public review of the IS/MND, that it has considered all comments on the IS/MND, that the ISIMND adequately discusses all significant environmental issues, and that the IS/MND reflects the independent judgment and analysis of the Planning Commission. 4. Pursuant to Section 15074 of the CEQA Guidelines, the Planning Commission finds that there is no substantial evidence that the Project, as mitigated, will have a significant effect on the environment. Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effects as identified in the IS/MND.
