3.0 Environmental Impact Checklist <br /> a) Exceed wastewater treatment requirements of the applicable Regional Water Quality <br /> Control Board? <br /> e) Result in a determination by the wastewater treatment provider that serves or may serve <br /> the project that it does not have adequate capacity to serve the project's projected demand in <br /> addition to the provider's existing commitments? <br /> Less-than-Significant Impact.Wastewater treatment services in the project area are provided <br /> by the City of Redwood City under a Joint Power Authority with the Silicon Valley Clean Water <br /> (SVCW). SVCW operates the regional wastewater treatment plant located at the northeastern <br /> end of the Redwood Shores peninsula. The Redwood City Public Works Department operates <br /> and maintains the sanitary sewer collection system,including sewer mains and sewer lift <br /> stations, serving the City. SVCW's wastewater treatment plant has an operating capacity of 29 <br /> million gallons per day (mgd) for average dry weather flow (ADWF) and a capacity of 71 mgd <br /> for peak wet weather flow(PWWF) (City of Redwood City 2010a). Redwood City purchases <br /> capacity from SVCW and is allocated approximately 12.3 mgd ADWF and approximately 30.5 <br /> mgd PWWF (City of Redwood City 2010a). <br /> Wastewater treatment would not be needed during project construction.Portable toilet facilities <br /> would be provided for project construction crews. <br /> During the long-term occupancy of the homes, wastewater would be generated in a manner <br /> similar to the existing residential uses on-site. The project's implementation is anticipated to <br /> generate 3,051 gallons per day(gpd) of wastewater flow, as determined by the project's water <br /> demand, from the project's proposed 12 single-family homes and associated landscaping.This <br /> amount is not substantial and would not exceed the City's capacity to provide wastewater <br /> treatment services. The project applicant is required to pay sewer fees prior to the issuance of <br /> the project's Building Permit to address the connection of additional units to the City's system, <br /> and to pay SVCW for the treatment of the additional units. Implementation of the project would <br /> not exceed wastewater treatment requirements or capacity and impacts would be less than <br /> significant. <br /> b) Require or result in the construction of new water or wastewater treatment facilities or <br /> expansion of existing facilities,the construction of which could cause significant <br /> environmental effects? <br /> Less-than-Significant Impact with Mitigation Incorporated.As discussed in sections d)and e), <br /> the project would not exceed the City's wastewater treatment capacity or demand water in <br /> excess of the City's existing water resources during project construction or long-term occupancy <br /> of the homes. The existing residential uses on-site currently receive wastewater and water <br /> services and are connected to the City's wastewater and water systems. The project would not <br /> require the construction or expansion of new water or wastewater treatment facilities as the <br /> existing treatment facilities would have adequate capacity to service the project. <br /> However, the existing water and wastewater mains (both 6-inch mains) in KentfieId Avenue, to <br /> which the project would connect, are smaller than the current minimum water and wastewater <br /> main size allowed by the City's Engineering Standards.
