3.0 Environmental Impact Checklist <br /> the BFI Recyclery located adjacent to SBTS.Approximately 90 percent of the solid waste <br /> collected from Redwood City is sent to the Corinda Los Trancos(Ox Mountain)Landfill located <br /> east of Half Moon Bay in unincorporated San Mateo County (City of Redwood City 2010a). Ox <br /> Mountain Landfill is permitted to accept 3,598 tons of waste per day and has a total estimated <br /> permitted capacity of 69 million cubic yards (CalRecycle 2014).As of May 2011,Ox Mountain <br /> Landfill is estimated to have a remaining capacity of 27 million cubic yards,representing 39 <br /> percent of total capacity available for use(CalRecycle 2014). The landfill is currently permitted <br /> to operate through January 2018. <br /> California State Law Assembly Bill 939(AB 939),also known as the Integrated Waste <br /> Management Act, was passed in 1989 to address the increases in the state waste stream and <br /> decrease in landfill capacity. As a result,AB 939 mandates a reduction of waste being disposed; <br /> jurisdictions were required to meet diversion goals of 50 percent. In 2008,California Senate Bill <br /> 1016 (SB 1016), also known as the Solid Waste Disposal Measurement System Act,was passed <br /> to change the way in which diversion is measured and reported for jurisdictions.AB 939 would <br /> still require jurisdictions to divert 50 percent of solid waste from landfill disposal;SB 1016 <br /> would require the 50 percent diversion requirement to be calculated in a per capita disposal rate <br /> equivalent. <br /> The California Department of Resources Recycling and Recovery(CalRecycle)has set the <br /> following targets for the City of Redwood City: <br /> • Per resident disposal target rate: 9.1 pounds/person/day (PPD) <br /> • Per employee disposal target rate: 14.4 PPD <br /> In 2012, Redwood City reported an annual per capita disposal rate per resident of 5.7 PPD and <br /> per employee of 8.5 PPD thus meeting the disposal target rate set by CalRecycle. <br /> According to CalRecycle, residential waste disposal rates for San Mateo County are 0.42 tons <br /> per resident per year(2.3 pounds per resident per day).At this rate, the project's estimated 25 <br /> persons would produce approximately 58 pounds of solid waste per day.The available capacity <br /> at the Ox Mountain Landfill site would be sufficient to serve the project's solid waste disposal <br /> needs.Debris generated by project construction would be recycled, if possible,reducing the <br /> overall amount of solid waste from project construction. Thus, impacts related to solid waste <br /> and landfill capacity would be less than significant. <br /> g) Comply with federal,state,and local statutes and regulations related to solid waste? <br /> No Impact. The project would be required to comply with Chapter 9, Section 9.192 and Section <br /> 9.193 of the Redwood City Municipal Code. Section 9.192 requires the recycling or salvaging for <br /> reuse of 50 percent of demolition debris;Section 9.193 requires new construction project to <br /> divert a minimum of 60 percent of total generated construction and debris tonnage.Diversion <br /> percentages are calculated separately for project involving both demolition and construction. <br /> Compliance with the City's construction and demolition waste management ordinances would <br /> assist in continuing to comply with AB 939 regulations.
