7.1.B. - Page 1 REPORT To the Honorable Mayor and City Council From the City Manager March 9, 2015 SUBJECT Design Services Agreement with Bellecci & Associates for the Middlefield Road Joint Trench Project RECOMMENDATION By motion, approve and authorize the City Manager to execute an Agreement with Bellecci & Associates for engineering services in the amount of $327,970 for the Middlefield Road Joint Trench Project, and authorize City Manager to execute an amendment increasing the agreement amount if necessary, up to 10%, not to exceed $360,767 BACKGROUND On February 6, 2012, the City adopted an Ordinance (No. 2376) forming the Middlefield Road Underground Utility District 2011-1 (MUUD). The district was created to allow for the removal and underground relocation of the existing overhead utility lines on Middlefield Road between Main Street and MacArthur Avenue (see attached Location Map). The City adopted a subsequent Ordinance (No. 2397), on September 9, 2013, amending Ordinance 2376 by modifying the MUUD boundary and extending the removal date for overhead utilities. Prior to the formation of the MUUD, back in 2011, the City conducted a consultant selection process and selected the engineering firm of Bellecci & Associates to perform engineering services to: 1) establish the proposed Middlefield Road underground utility district, 2) provide the joint utility trench project design and construction documents, and 3) develop streetscape improvements and construction documents. The City approved and authorized an Agreement with Bellecci & Associates on December 12, 2011 for the initial phase of work that included services for surveying, utility mapping, preparation of the legal description of the MUUD, and design of the preliminary utility intent drawings. On December 9, 2013, the City approved and authorized Amendment No. 1 to the Agreement to expand the scope of services that included adjustments to the adopted boundary map, revisions to the legal description, coordination with the utility companies, and other related items of work.
