36 7 <br /> Personnel Administration - <br /> Account No. Obi (pp. 34-36) <br /> City Manager Fales advised that the second position of <br /> Personnel Analyst to handle the City' s affirmative action <br /> program will not continue to be funded by Federal funds <br /> as originally anticipated, and it is recommended the <br /> position be included in the General Fund. <br /> MOTION: Councilman Norris moved, seconded by Councilman <br /> Rhodes, to delete from the subject proposed budget one <br /> Personnel Analyst position. <br /> Discussion followed and Mr. Fales advised that the em- <br /> ployment of a person to handle an affirmative action <br /> program is considered evidence of a desire to pursue <br /> aggressively an equal opportunity program. He observed <br /> that evidence of such effort is required for funding of <br /> many programs in which the City might wish to partici- <br /> pate, and the City might lose Federal and State grants <br /> if such acceptable evidence is not available. <br /> Discussion followed and Council, staff and citizens <br /> commented on the duties of the Personnel Department; on <br /> Federal and State requirements with regard to employ- <br /> ment of minorities and women; on recent failures of the <br /> City to employ good minority prospects in the Police <br /> Department because better opportunities were offered to <br /> them elsewhere; on the fact that the Personnel Depart- <br /> ment had been instructed to carry out the law with re- <br /> gard to equal employment opportunity and that no <br /> additional personnel is necessary to do so; and on <br /> whether the City should risk losing needed funding of <br /> certain programs. <br /> The motion failed on the following roll call vote : <br /> Ayes : Councilmen Norris, Rhodes <br /> Noes : Councilmen Barrett, Henderson, Leipzig, <br /> Williams and Mayor Weymouth <br /> Account No. 461 was approved as submitted. <br /> Adjournment <br /> MOTION: Councilman Henderson moved, seconded by Council- <br /> man Norris, to adjourn to 7 :30 p.m. , Monday, May 12, 1975 <br /> in the Board of Supervisors Chambers for the next regular <br /> City Council meeting. <br /> The motion carried unanimously by voice vote. <br /> The Council adjourned at 4:18 p.m. <br /> JACQUELINE C.
