5 <br /> Parks and Recreation (continued) <br /> and equipment, for various special events, such <br /> as the Fourth of July Parade, Easter Services, <br /> Chamber Awards, Celebrity Softball, Flower and <br /> Art Show , Pride programs , etc . Mr. Fales advised <br /> that reduction of services would result in a sav- <br /> ing of $7,098 and result in curtailment of all <br /> but events sanctioned and approved by the City <br /> Council. <br /> It was the consensus of Council that no change <br /> should be made in the subject services . <br /> After-School Recreation Program <br /> City Manager Fales summarized the subject Program, <br /> noting that discontinuing it would have the follow- <br /> ing impact and effect : <br /> 1. Budget decrease of $32 , 965 plus $4 , 562 <br /> (maintenance) for a total of $37, 527 <br /> 2. Elimination of 28 parttime recreation leaders <br /> and 25 game officials <br /> 3. No after-school sports for 1,000 kindergarten <br /> through sixth grade students and 900 seventh <br /> and eighth grade students <br /> 4. No field or diamond preparation of maintenance <br /> for sports activities <br /> Mr. Fales advised also that the schools have cut <br /> their share of the after-school program from their <br /> budget, and that the Program has been curtailed by <br /> fifty percent <br /> MOTION: Councilman Rhodes moved that the mainte- <br /> nance cost of $4, 562 be eliminated from the After- <br /> School Recreation Program. <br /> Councilman Rhodes stated that it is his belief that <br /> the schools should provide full maintenance, if the <br /> City is to provide leadership for the programs. <br /> Lengthy discussion followed regarding the fact that <br /> the maintenance provided by the schools includes <br /> only clean-up, mowing and weed control and not the <br /> kind of maintenance required for heavily used sports <br /> fields; the fact that sports fields must be marked <br /> and prepared for play; the unlikelihood of the <br /> school district ' s being willing to contribute to <br /> proper maintenance; and the large numbers of stu- <br /> dents served by the program. <br /> Joe Murray, 816 12th Avenue, stated that after- <br /> school programs are especially useful to problem <br /> children; that the children who benefit are those <br /> of taxpayers; that only school fields are available <br /> in Redwood City for the program; and that the <br /> -5- <br /> Budget <br /> Study <br /> 6/7/75 <br />
