S <br /> (The Council recessed from 8 :14 to 8 :23 p.m. ) <br /> Proposed Annual Budget - 1975-1976 <br /> Mayor Weymouth declared open at 8:29 p.m. the public <br /> hearing on the proposed Annual Budget for 1975-1976. <br /> Mayor Weymouth commented concerning the four full days <br /> of Budget Study Sessions conducted with public partici- <br /> pation on May 10, 17 and 31 and June 7, 1975. Mayor <br /> Weymouth reported that at the four sessions a reduction <br /> of $389,324 has been made. Mayor Weymouth stated that <br /> since such thorough, item by item consideration has al- <br /> ready been given to the Budget, the Council will not <br /> again commence at the beginning, but that any Council <br /> member who wishes to 'bring up any item may do so. <br /> Further, Mayor Weymouth advised members of the audience <br /> that they may address the Council through the Mayor on any <br /> item in the Budget and he asked that remarks be limited <br /> to three minutes each, or that remarks not exceed five <br /> minutes in any case. <br /> City Clerk Hildebrand reported that the Affidavit of <br /> Publication of Notice of Hearing is on file in her office <br /> and that the following written communications have been <br /> received in addition to those already distributed to <br /> Council : from Mrs. V. L. Roberts; Salvatore Pantano; <br /> D. F. Peters; and Joseph W. Monroe . <br /> Wendy Redford, 16 Granite Court, San Carlos, advised she <br /> is a boatowner and taxpayer of Redwood City, keeping her <br /> boat at Pete ' s Harbor. Mrs. Redford urged Council to <br /> rescind the vote eliminating the police boat as decided <br /> at a study session. Mrs . Redford stated that the Coast <br /> Guard rescue vessel is now stationed at Yerba Buena <br /> Island which is too far for most use near Redwood City <br /> and that law enforcement in the South Bay is needed. <br /> Mrs. Redford asked that if the Council will not now re- <br /> verse their decision, then she would urge the matter of <br /> retention of the police boat be referred to staff for <br /> further study. <br /> Phillip Swartzell, 1527 Mitchell Way, suggested Redwood <br /> Creek will be much less safe without the police boat, <br /> pointing out that a wide variety of boats operated by <br /> persons with a wide range of responsibility use the Creek, <br /> and law enforcement is necessary. <br /> John Meracle, 730 Barron, member of Peninsula Yacht Club, <br /> suggested that boatowners support many services provided <br /> by the City which they do not use, and Club members be- <br /> lieve the police boat should be provided for their pro- <br /> tection. Mr. Meracle also suggested that children <br /> learning to sail and the operators of small boats, in <br /> particular, need protection. He commended the police <br /> officer who operates the City' s boat noting that his <br /> presence deters unlawful behavior.
