Mr. Blanchard stated that he had never before <br /> bid on a City project, was unaware of the kind of bond <br /> required and asked that the Council waive the require- <br /> ment and consider his bid. <br /> City Attorney Schricker advised that provision of bid <br /> bonds is a substantial requirement of the bidder and <br /> failure to meet that requirement cannot be waived . Mr. <br /> Schricker stated that the City always reserves the right <br /> to reject all bids and go to bid again, but no other <br /> alternative is available . <br /> Council members expressed their pleasure at awarding bids <br /> which will result in completion of the Downtown Improve- <br /> ment Project and their enthusiasm for the results <br /> achieved so far. <br /> The resolutions were adopted unanimously by roll call <br /> vote . <br /> K-Mart Subdivision Agreement <br /> City Manager Fales referred to his report of June 19, 1975 <br /> regarding approval of the subdivision agreement with <br /> K-Mart Stores and attaching a report of the Director of <br /> Public Works dated June 18. <br /> In response to question regarding the requirement for a <br /> storm drain system designed to handle a 30-year storm, <br /> Director of Public Works Pusich advised that changes in <br /> the pump design will permit it to qualify with regard to <br /> the 100-year storm requirement for flood insurance . In <br /> further response to question, Mr. Pusich also advised <br /> that the pumping station in the area has been abandoned. <br /> Mr. Fales requested that the record indicate that the <br /> City is willing to cooperate with regard to engineering <br /> for traffic signals and that any equipment the City has <br /> and which can be used will be provided, although it is <br /> the responsibility of the developer to install it. <br /> In response to questions, staff advised that it is anti- <br /> cipated the K-Mart development will be completed before <br /> June 1976 and that the concerns for traffic signals of <br /> residents of Casa de Redwood have been met . <br /> MOTION : Title having been read, Councilman Leipzig in- <br /> troduced the following resolution and moved, seconded <br /> by Councilman Rhodes, its adoption: <br /> RESOLUTION NO. 7435 APPROVING AND ADOPTING PLANS <br /> AND SPECIFICATIONS FOR IMPROVEMENT OF PARCEL MAP <br /> NO. 75-4 SUBDIVISION; AND APPROVING AND AUTHORIZING <br /> EXECUTION OF AGREEMENT FOR THE CONSTRUCTION OF <br /> IMPROVEMENTS FOR SAID SUBDIVISION <br /> Clifford Boxley, Director of PROBE, urged that the City <br /> tie plans of developers to providing for meeting unemploy- <br /> ment needs in the community among low income groups.
