70 <br /> been transmitted to Council at the time the garbage <br /> company owner had expressed an interest in annexation, <br /> and a formula was prepared for the purpose of respond- <br /> ing to his questions relating to procedure . <br /> In response to questions concerning the extent of parti- <br /> cipation of Redwood Shores residents and of all citizens <br /> in the City in the programs, Mr. Fales advised that it <br /> is anticipated meetings will be held with residents and <br /> interested citizens as soon as enough material has been <br /> accumulated to have something to present to them. <br /> Discussion followed concerning whether or not the City <br /> might be going too far toward the sale of bonds before <br /> the related General Plan revisions have been approved. <br /> Mr. Fales asked that the record show that the proposed <br /> additional studies are economic work and that land use <br /> decisions must be made before financial recommendations <br /> can be acted upon, but that it is desirable to commence <br /> the financial work now, since much of it is necessary <br /> regardless of the specific development for the area . <br /> Discussion continued and Mr Fales replied to questions <br /> and commented concerning the desirability of allowing <br /> development of Redwood Shores to take place in the tradi- <br /> tional manner rather than as a district, the difficulties <br /> already encountered in attempting to proceed with the <br /> capital improvement program; whether any conflict would <br /> occur with regard to WK&A now being retained by the Dis- <br /> trict although they were previously retained by the City; <br /> whether Mobil Oil would be reimbursed upon sale of bonds; <br /> and attention was called to part A. , commencing on page 5 <br /> of the WK&A proposal, regarding Tax Anticipation Bonds <br /> and Taxpayer Indemnification Agreement and tasks to be <br /> completed. <br /> In reply to question, Planning Director Schroeter ob- <br /> served that in the various sections of the proposal <br /> relating to "Participants", the Directors, who are the <br /> members of the City Council, are almost invariably In- <br /> cluded. He advised that the Planning Commission has <br /> completed its review of the revised General Plan for <br /> Redwood Shores and that it is expected the first public <br /> hearing on the Plan will be set for Monday, August 4, <br /> in accordance with usual procedure . <br /> Discussion continued and Mr. Fales and City Attorney <br /> Schricker replied to questions and commented concerning <br /> indemnification of existing bonds and of construction <br /> bonds (page 5, WK&A proposal, A. 1. b. ) ; the status of <br /> the water tank and oxidation ponds ; the necessity of <br /> considering values from the point of view of tax pro- <br /> ducing development and what might be the responsibilities <br /> of the District depending upon the kind of development <br /> recommended ; and the desirability of having all Council <br /> members present for the public hearings on the General <br /> Plan . <br /> It was the consensus of Council that the City Clerk oe <br /> directed to advertise the Public Hearing on the revised <br /> General Plan for Redwood Shores for Monday, August 25, <br /> 1975.
