97 Discussion continued relative to finances, expansion of existing park areas, high cost of simply maintaining existing parks, and various alternatives for financing park areas. Discussion also concerned the benefits of holding neighborhood meetings, and the fact that 'a number of such meetings had been held with regard to development of Hetch-Hetchy right of way for the' resi- dents adjacent to it, but that the kind of information desired at this time would relate to citizen reaction 9 . to costs and priorities for parks. Discussion of Proposed Regulations for -Park Land Dedication and Assessment Fees Mr. Weeks referred to the proposed ordinance, which he advised had been formulated following meetings and dis- cussions of the Operational Policies Committee and has been submitted to the Planning Commission for review. He indicated there was a difference of opinion as to whether the proposed ordinance should be incorporated into the Land Subdividion Ordinance now under 'revision by representatives of several City departments, or if it should be a separate ordinance. It was the opinion of the Park and Recreation Commission that it should be incorporated into the new land subdivision ordinance, and they would like an expression from Council as to .whether this is the way they wish to proceed. Mr. Weeks estimated that the proposal might be ready for presentation to Council in about a month or six weeks. Discussion of Mid-Peninsula Park District Chairman Knecht introduced the subject, and Mr. Weeks commented briefly, advising that basically, the Com- mission had indicated an interest on several occasions in an expression by Council as to their feelings with regard to the regional park district, in order to guide them as the issue becomes closer to ,a possible referen- dum for the County area . Council indicated' that while it should not be considered as a substitute, or solution to the City park problem, it was an extremely important activity, and something that would need to be done co- operatively with the residents. Mayor Weymouth summarized the over all conclusions of the discussion, indicating that after staff has had the opportunity to review the funding situation and deter- mine what might be done, the Council and Commission could have another meeting, possibly in 60 to 90 days. It was the general consensus that a meeting set for a Monday at 4:00 p.m. would be the most convenient for the majority. -3- , Adj .Mtg, w/P&R 8/11/75
