He read the <br /> report of the Committee entitled "Citizen Participation <br /> Program. " <br /> } <br /> Discussion followed and Mr. Smith replied to questions <br /> concerning details of the report, observing that the <br /> "home meetings" referred to in the recommendation would <br /> be small, informal coffee groups which it is believed <br /> will encourage greater citizen participation. <br /> MOTION: Councilman Norris moved, seconded by Councilman <br /> Henderson, that the Citizen Participation Program de- pow <br /> veloped by the Housing and Community Development Act <br /> Steering Committee be approved and referred to staff for ftwou <br /> implementation in Fiscal Year 1975-76. <br /> The motion carried unanimously by voice vote. <br /> (MINUTE ORDER NO. 75-66) <br /> Retirement of William Francis Hart <br /> Mayor Weymouth welcomed William F. Hart, retired member <br /> of the Redwood City Fire Department and read the proposed <br /> resolution honoring him for his many services to the City <br /> • and to his community in the 36 years he served in various <br /> capacities in the Fire Department. Mayor Weymouth offered <br /> Mr. Hart the best wishes of the City Council for a happy, <br /> rewarding retirement. <br /> William Hart thanked the Council for their good wishes and <br /> stated that his years with the Fire Department had been <br /> interesting, exciting ones and that it had been a pleasure <br /> to serve the citizens of Redwood City. <br /> MOTION: Title having been read, Councilman Williams in- <br /> troduced the following resolution and moved, seconded by <br /> Councilman Henderson, its adoption: <br /> RESOLUTION NO. 7379 COMMENDING AND CONGRATULATING <br /> T ON THE OCCASION OF HIS <br /> RETIREMENT <br /> -2- <br /> Reg.Mtg. <br /> 3/2 /75 <br />
