5 2
•
SPECIAL ORDERS OF THE DAY AND PUBLIC HEARINGS (continued)
Item No. l.b. (continued)
torn
There being more than one candidate for the subject
appointment, Mayor Biagi called for a vote by ballot. The
result was as follows:
John Greenalch - 2
C. I. Lucot - 5
Mayor Biagi then declared C. I. Lucot appointed to the
indefinite term on the Housing and Human Concerns Committee
MINUTE ORDER NO. 81-88
•
2. Public Hearing: Planning Commission
recommendations re application of Historic
Preservation Advisory Committee approving the Old
County Courthouse and the City Fire Station No. 1
for designation as Historic Landmarks and
rejecting certain other buildings for that
designation
Planning Commission record transmitted 5/4/81
Mayor Biagi declared open at 7:35 p.m
Affidavits of Publication of Notice of Hearing and of
Mailing reported on file.
Councilman Chandler stated for the record that he has read
the Minutes and listened to the tape of the Planning owl
Commission meeting covering the subject application and did
not find consideration given to the meaning of the City's
historic landmark designation to the property owner. omit
Councilman Chandler stated that it is his understanding that
all that is involved is recognition of the historic
significance of the building to the City and that in order
to make any change in the structure, the owner must obtain a
permit which must be issued within 50 days, or in the event
of an appeal, must be heard within 90 days.
City Manager Fales confirmed Councilman Chandler's
understand of the effect of the City's ordinance, responding
also to other statements that the historic designations of
the state and federal governments may involve tax
consequences which are outside of City jurisdiction. Mr.
Fales observed also that structures which are recommended
for the designation and rejected now may be considered again
later and replied to question that the Council may now
consider and reject or approve all of the structures
proposed for historic designation by the Committee.
Ken Rolandelli, 2466 Oregon, and Dale Meyer, 303 Myrtle,
members of the Committee made the presentation on behalf of
the Committee of all five of its recommendations, two of
which were approved and three rejected by the Planning
Commission. Mr. Rolandelli noted that the designation does
not require that the building be restored, allow the use of
unsafe buildings, or prevent use of the building, but merely
requires a permit to demolish or alter the building. Mr.
Meyer presented slides of the buildings proposed for
historic landmark designation suggesting that all meet the
criteria established in the ordinance.
Reg.Mtg.
6/1/81
Page 2
