Report re Redevelopment Process Report of City Manager 4/3/81 <br /> In response to question, City Manager Fales <br /> advised that the time frame for completion of <br /> the report from Wainwright & Ramsey for <br /> financial services depends to some extent on <br /> the City's outline of what might be included <br /> in the study and what combinations might be <br /> available and practical. Mr. Fales noted that <br /> there are some concepts staff would like to <br /> test, but some of them might not take much <br /> time depending upon feasibility. <br /> City Attorney Schricker observed that in the <br /> past Wainwright & Ramsey had suggested nine <br /> months as an estimated time schedule for com- r.rr <br /> pletion of a report to Council. <br /> In response to questions, Mr. Fales said that <br /> all areas to be included for consideration of <br /> redevelopment must be determined to be blight <br /> areas; that Council would vote on each property; <br /> and that Wainwright & Ramsey, the financial <br /> consultants, have some 15 years of expertise <br /> in redevelopment financing in this area; and <br /> that the person who would be assigned to the <br /> City's study has served in municipal govern- <br /> ment for over 25 years. Mr. Fales added that <br /> interim reports will be provided. <br /> M/S: Britschgi/Bury to authorize the City <br /> Manager to enter into an agreement with <br /> Wainwright & Ramsey for financial services <br /> connected with the redevelopment process in <br /> an amount not to exceed $15,000. <br /> i MOTION WITHDRAWN: In response to advice from <br /> Mr. Fales and Mr. Schricker that the proposed <br /> action should be taken by the City Council <br /> acting as the City's Redevelopment Agendy and <br /> that an Agenda for the Agency can be prepared <br /> for consideration on April 13, 1981, Council- <br /> man Britschgi withdrew his motion. <br /> There being no objection, Mayor Biagi ordered <br /> that the matter of agreement for financial sow <br /> services be placed on the Agenda for the <br /> April 13, 1981 meeting of the Redevelopment <br /> Agency.
