Mayor Biagi reported that the City Selection Committee of the San Mateo County <br /> Council of Mayors will be making an appointment to the vacancy on the Local <br /> Agency Formation Commission (LAFCO) at the Committee meeting on April 24. <br /> Mayor Biagi advised that Vice Mayor Stangel will represent the City and <br /> suggested Council might wish to support Patricia F. Bennie, Council member of Immo <br /> San Carlos for the appointment. <br /> M/S: Leipzig/Stangel that the City Council support Councilmember Patricia F. <br /> Bennie of San Carlos for appointment to LAFCO. <br /> Carried unanimously by voice vote. MINUTE ORDER NO. 81-68 <br /> 2. Vice Mayor Stangel advised that the Legislative Committee will meet at 7:15 a.m. <br /> Tuesday, April 21 in the Office of the City Attorney. <br /> City Manager Fales noted that as the Legislative session proceeds, there are <br /> occasionally bills or amendments to bills which the Legislative Committee can <br /> consider before action is to be taken, but there is insufficient.time'for <br /> Council to approve their recommendation. Mr. Fales stated that in the past, <br /> when the Committee has been in agreement on the recommendation, the Council's <br /> support or opposition has been transmitted immediately to our representatives <br /> with the statement that the position is the unanimous recommendation of the <br /> Committee subject to ratification by the full Council. <br /> CONSENSUS: Mayor Biagi determined that it is the consensus of Council to <br /> continue to transmit to our representatives statements of support or opposition <br /> to pieces of legislation based on the unanimous recommendation of the Legisla- <br /> tive Committee subject to ratification by the full Council in cases where there is <br /> inadequate time for Council consideration before making recommendation. (memo 4/21/81) <br /> At the request of Councilman Rhodes, and there being no objection, Mayor Biagi <br /> referred the letter from Mayor David Smith of Newark relating to opposition to <br /> ACR 43 involving installation of high occupancy vehicle lanes on Dumbarton <br /> Bridge- to the Legislative Committee. It was pointed out that the Council had <br /> recommended a lane for public transportation be considered at the time con- <br /> struction of the new Bridge was being planned, but the idea was rejected, and <br /> woo <br /> it is undesirable to establish such a lane after the fact when adequate <br /> facilities for it were specifically not included in the Bridge project. <br /> Reg.Mtg. <br /> 4/20/81 <br /> Page 2 <br />
