• <br /> (Item No. 1 continued) <br /> Discussion followed concerning the Committee recommendation <br /> opposing Federal proposals for off-shore oil drilling along <br /> the San Mateo County Coast; the desire to reduce U. S. <br /> dependence on foreign oil; the necessity for drilling where <br /> oil may exist although the site may not be preferred; the need <br /> for energy programs involving recovery and conservation; the <br /> fact that oil tankers containing oil from any source may have <br /> accidents involving spills which can affect coasts even if the <br /> drilling does not occur there; the probable lack of any large <br /> supply of oil on the San Mateo Coast; whether the risk to <br /> obtain it is worth taking; and whether it is reasonable to <br /> oppose drilling in San Mateo County and favor it elsewhere. <br /> Discussion also continued concerning the proposed additional <br /> tax on cigarette purchases; whether it is desirable to <br /> increase revenues to Medi-Cal and health education from the <br /> tax as proposed by SB 490; and whether local governments would <br /> receive any revenues to be obtained from the increased tax. <br /> M/S: Bury/Britschgi to approve the following recommendations <br /> contained in the Legislative Committee Report No. 81-2: <br /> 1) Sales Tax Increment Financing for Redevelopment Agencies <br /> - SB 152 (Watson) SUPPORT <br /> 2) Local Agency Fee Limits - SB 630 (M.
