Proposed Kensington Square Annexation - <br /> reports of percentage of protest of <br /> registered voters and of percentage of <br /> protest based on property ownership <br /> Report of City Clerk 5/1/81 <br /> Report of Director of Finance 4/30/81 <br /> City Manager Fales called attention to the report of the <br /> City Clerk stating the percentage of protests of registered <br /> voters in the proposed Kensington Square annexation area is <br /> 69% and to the report of the Director of Finance stating <br /> the percentage of protest of property owners within the <br /> area is 44.96%. <br /> City Attorney Schricker advised that Council can terminate <br /> the proceedings on the basis of the 69% protest of <br /> registered voters. <br /> Title read. M/S: Bury/Leipzig <br /> RESOLUTION FINDING AND DETERMINING VALUE OF <br /> WRITTEN PROTESTS AND TERMINATING PROCEEDINGS <br /> FOR PROPOSED "ANNEXATION OF KENSINGTON <br /> SQUARE TO THE CITY OF REDWOOD CITY" <br /> Councilman Bury stated for the record that he believes it <br /> would be logical for the Kensington Square area to be <br /> incorporated into the City which surrounds it and whose <br /> services generally are enjoyed by its residents. <br /> Councilman Bury observed that certain services such as fire A <br /> protection would be improved and that residents need have <br /> how no concern about increased property taxes since there is no <br /> longer any difference between those taxes on property <br /> inside and outside the City. He suggested it is a <br /> housekeeping matter only. <br /> RESOLUTION NO. 8840 adopted unanimously by roll call vote. <br /> 3. Report re GID No. 1764 Financing Plan <br /> Report of City Manager 4/30/81 <br /> Report of Director of Public Works 4/23/81 <br /> Supplemental Report #2 "Financing Plan - Future Public <br /> Improvements" of Bartle Wells Associates <br /> City Manager Fales recommended that the Council schedule a <br /> separate study session in order to discuss the Bartle Wells <br /> report and provide policy direction to staff for the <br /> future. <br /> Discussion followed concerning the desirability of <br /> considering the report soon; whether it might be possible <br /> to hold the study session in the District; and the fact <br /> that a charge would be made for use of accommodations in <br /> the District while there is no charge for City facilities. <br /> CONSENSUS: Mayor Biagi determined it to be the consensus <br /> of Council that the study session for consideration of the <br /> Bartle Wells Supplemental #2 Report to be held on <br /> Wednesday, May 20 or Thursday, May 21, depending upon <br /> availability of accommodations. <br /> (NOTE: The study session has been scheduled for 7:30 p.m. , <br /> Thursday, May 21, 1981 in the Gold Star Room of the <br /> Veterans Memorial Building.)
