6 <br /> WRITTEN COMMUNICATIONS (continued) ommii <br /> In response to questions, Mr. Dougherty acknowledged that <br /> he did not ask the City Manager for a meeting regarding <br /> street worker safety and that he also did not make such a <br /> request of the Personnel Director or the Director of Public <br /> Works, but came directly to the Council. <br /> It was pointed out that regardless of Council concern for <br /> worker safety, the City Charter designates the City Manager <br /> as responsible for general supervision and control over <br /> employees; that normal procedure regarding problems <br /> encountered by employees is to bring them to the attention <br /> of their immediate superior and ultimately to the Manager; <br /> and that to bring such matters to the Council without <br /> having attempted to do so appears to be a desire to <br /> circumvent the procedure already provided for problems. <br /> Discussion continued concerning a possible breakdown in <br /> communications between workers and management; the desire <br /> of all parties to protect street workers; the fact that <br /> police assistance is available to all when incidents <br /> requiring it occur; the fact that a meeting relating to <br /> safety should include involved department heads as well as <br /> the City Manager; and the fact that the appropriate <br /> approach for Mr. Dougherty and the street workers would be <br /> to call them and request the meeting. <br /> M/S: Stangel/Bury to refer the matter of safety of street <br /> workers to staff with the request that a <br /> management-employee meeting be held on the subject and a <br /> report made to Council later. <br /> Carried unanimously by voice vote. <br /> MINUTE ORDER NO. 81-80 <br /> GENERAL <br /> Councilman Britschgi expressed concern about some newspaper reports of <br /> prospective shipment of coal from the Port. <br /> Mayo Biagi advised he will speak to the Chairman of the Port Board and <br /> arrange to set up a joint meeting with the Board for consideration of <br /> various matters of mutual interest.
