47 <br /> rig ADDITION TO MOTION: Vice Mayor Stangel having assumed the chair, <br /> Mayor Biagi suggested, with the concurrence of Councilmen Stangel <br /> IWO and Rhodes, the addition of instructions to staff that by <br /> resolution Council will state its intention of not authorizing a <br /> new bond issue. <br /> ADDITION TO MOTION: At the suggestion of City Manager Fales, <br /> Councilman Stangel, with the consent of his second, added that <br /> separate fee schedules for commercial and residential development <br /> will be included in the deliberations. <br /> MOTION RESTATED: <br /> At the request of Mayor Biagi, City Attorney Schricker stated that <br /> the effect of the motion and amendments is to direct staff to <br /> prepare a finite fee schedule only insofar as Bartle Wells Report <br /> discusses the fee schedule, and to bring back the fee schedule to <br /> Council; development of an agreement, implementation to <br /> distinguish between commercial and residential development; and <br /> direction to prepare a resolution to the effect that funds would <br /> not be through sale of bonds. <br /> Mayor Biagi inquired as to whether this meeting is as a City <br /> Council or as the Board of Directors of the District, and City <br /> Attorney Schricker responded that the meeting is of the City <br /> Council; that under the legislation through which they were <br /> proceeding it is probable that the City will have a function in <br /> carrying out any implementation; for example, it is the City that <br /> issues Building Permits and it was thought that the facilities <br /> charge would be collected at the time the Building Permits are <br /> issued. <br /> At the suggestion of Mayor Biagi, the following motion was made: <br /> M/S: Chandler/Britschgi that the members are meeting as both City <br /> Council and as the Board of Directors for GID No. 1-64. <br /> Motion carried unanimously by voice vote. <br /> Bob Field, Parkwood 101, stated that Parkwood 101 would not like <br /> to be party to an agreement between the City and Redwood Shores, <br /> Inc., and recommended that there be a separate agreement between <br /> the City and Parkwood 101. He was assured by Mayor Biagi that <br /> this would present no problem. <br /> Resident, 637 Marlin Court, referred to the previous study session <br /> regarding a financing plan for Redwood Shores, in which it had <br /> been her impression that Council had made the motion to set a fee <br /> schedule. Mr. Fales advised that the Council did not in fact do <br /> that, but rather instructed staff to do more research. and that <br /> what staff is now requesting is permission to turn the research on <br /> in terms of a specific agreement and fee schedule as quickly as <br /> possible. <br /> Gus Pappas, Seahorse Lane, indicated that many of the residents in <br /> Redwood Shores are bewildered with what he believed were <br /> inconsistencies in the Bartle Wells Reports; that earlier the • <br /> Council had voted that there would be no bond issues, but bonding <br /> keeps coming up in their reports. He also expressed doubt about <br /> the large amount of surplus built into the program (in the Bartle <br /> Wells Report) . <br /> City Manager Fales explained that consultants are hired to do <br /> research, provide information and proposals, which staff does not <br /> - I <br /> Imo <br /> Adj.Mtg. <br /> 5/21/81 <br /> Page 3 <br />
