PUBLIC HEARINGS (continued) <br /> In response to questions from Mr. Schricker, Mr. Schroeter stated {' <br /> that with regard to present requirements, the density in the subject <br /> building is higher than allowed; that off street parking is the same; <br /> that open space exceeds requirements; and that condominium conditions <br /> can be different than the Zoning Ordinance might otherwise allow. <br /> M/S: Chandler/ to reverse the Planning Commission and grant <br /> the application of Leahy Apartment Associates for a Planned Development <br /> Permit to allow the conversion of a 110-unit apartment building to <br /> condominiums at 707 Leahy Street. <br /> MOTION DIES: The motion died for lack of a second. <br /> M/S: Bury/Britschgi to uphold the Planning Commission and deny the <br /> application of Leahy Apartment Associates for a Planned Development <br /> Permit to allow the conversion of a 110-unit apartment building to <br /> condominiums at 707 Leahy Street. <br /> Councilman Chandler stated for the record that Redwood City has one of <br /> the lowest rates of owner-occupied housing in the County and called <br /> attention to the City's requirements for condominium conversion. <br /> Mr. Schroeter and Mr. Schricker explained the relationship of an applica- <br /> tion for planned development permit procedure to the condominium conver- <br /> sion ordinance. <br /> ADDITION TO MOTION: Councilman Bury, with the consent of his second, <br /> included the following findings as part of his motion: <br /> Immo <br /> 1. that the project as submitted is contrary to the Housing Element <br /> of the General Plan in that it does not advance the policy <br /> requirement that there be a sufficient supply of housing to <br /> satisfy the need for safe and sanitary dwelling at acceptable <br /> cost for every City resident; <br /> 2. that it does not meet the policy of the priorities set forth in <br /> the Housing Element of the General Plan in that, if granted, <br /> the permit would not conserve and maintain Redwood City's <br /> housing stock as presently conceived; <br /> 3. that the permit, if granted, would be contrary to the objective <br /> of the Housing Element in that there be an avoidance of displace- <br /> ment of owners or tenants in housing programs; <br /> 4. that it would be contrary to the objective that rents not increase <br /> in an uncontrolled manner; and <br /> 5. that the permit, if granted, would be contrary to the objectives <br /> set forth in the Housing Element with respect to recommended <br /> action for future condominium conversion ordinance that the <br /> decisions with respect to conversion of condominiums relate to <br /> the general availability of rental units with particular concern <br /> for low and moderate income rentals. <br /> The motion carried on the following roll call vote: <br /> Ayes: Councilment Britschgi, Bury, Leipzig, Stangel and Mayor Biagi <br /> Noes: Councilman Chandler <br /> (Council recessed from 9:44 to 9:52 p.m.) <br /> [:: <br /> Reg.Mtg. <br /> 11/23/81 <br /> Page 4. <br /> t <br /> II L� <br />
