GENERAL (continued) <br /> ormo <br /> 2. Councilman Britschgi thanked staff for the report on the Jefferson Avenue <br /> Traffic Study. City Manager Fales said that the representative of those <br /> who had recently presented a petition requesting a flashing red stop light <br /> "g at the Jefferson Avenue/Lake View Way intersection has been given a copy <br /> of the report and that the City is talking with the nearby residents, the <br /> school and the County regarding traffic improvements. <br /> 3. Councilman Britschgi called attention to the letters received from the <br /> Grade 5 Class of Arundel School, San Carlos, asking that December 13, 1981 <br /> be proclaimed "49er Day" and suggested that it is too early for such a <br /> proclamation. Mayor Biagi reported that he had already issued a <br /> proclamation declaring a previous Sunday "49er Day" in Redwood City and <br /> that any areawide celebration should be coordinated with the 49er team and <br /> staff and said he would advise the teacher. <br /> 4. In response to question, Mayor Biagi stated that the letter received by <br /> Council from Orrick, Herrington & Sutcliffe dated December 1, 1981 <br /> regarding financing of the Peninsula New Life Center was sent to him in <br /> response to his request for information in writing at a time when he was <br /> asked about the matter. Mayor Biagi asked City Attorney Schricker to <br /> review the letter and report briefly on the subject at a later date. <br /> (Memo 12/8/81) <br /> 5. Council members expressed outrage at the use of the Mayor's name in <br /> connection with the letter to tenants increasing rents from Leahy Apartment <br /> Associates following Council's upholding of the Planning Commission <br /> decision and denying their application for condominium conversion on <br /> November 23, 1981. Mayor Biagi reported he had inquired whether the <br /> Department of Housing and Urban Development (HUD) would allow rent <br /> increases to cover cost of maintenance and improvement of the apartment <br /> building. Mayor Biagi also reported he has checked with HUD and has been <br /> advised rents cannot be raised without HUD approval under the loan <br /> arrangement and observed that his conversations with tenants suggest they <br /> understand the situation. <br /> %NW ORAL COMMUNICATIONS <br /> The Rev. Dennis Logie, 164 Oakfield, President of the Redwood City Clergy <br /> Association, referred to a tax assessment error wherein all church <br /> property, whether exempt or not, has been included on property tax bills <br /> due December 10, and asked how the churches involved should proceed, since <br /> those who owe tax wish to pay the proper amount, but they do not want to <br /> pay more than they owe. <br /> Mayor Biagi offered to call the County Tax Assessor on December 8 on behalf <br /> of the Association and said he would advise the Rev.
