• <br /> REPORTS OF CITY MANAGER (continued) <br /> rui <br /> Item No. 9 (continued) <br /> iirmo City Manager Fales stated for the record that the matter before <br /> Council is a Joint Powers Authority agreement to approach a <br /> solution for refuse disposal and that the City of San Carlos and <br /> BFI (Browning Ferris Industries) already have an agreement for the <br /> refuse station site which will be located in San Carlos and is • <br /> expected to meet all health code requirements. Mr. Fales also <br /> observed for the record that the City Council rejected locating the <br /> transfer station in Redwood City adjacent to its present location <br /> in San Carlos, and San Carlos then agreed to allow the station on <br /> the adjoining site within its own city limits. <br /> Discussion followed and Mr. Wilhelm and Mr. Fales commented and <br /> replied to questions regarding the need for a refuse site when the <br /> Menlo Park site is closed very soon; the fact that citizens would <br /> have to make the long trip to Ox Mountain to dump debris resulting <br /> in increased traffic, energy use, etc.; the fact that many citizens <br /> would probably dump in unauthorized sites to avoid the long trip; <br /> the fact the subject before Council is an agreement not a proposed <br /> Zoning Map amendment and is unrelated to the subject of the <br /> forthcoming hearings; and the fact that Messrs, McLean and Firenze <br /> and Mrs. Fisk were evidently not represented in opposition to the <br /> location of the transfer station when the matter was before the San <br /> Carlos City Council who are responsible for it. <br /> Dave Firenze replied to question, stating he had acquired the <br /> property some 20 years ago and was involved in a controversial <br /> matter before the San Carlos Council at the time the location of <br /> the transfer station was being considered and he did not wish to <br /> complain on another matter at that time. <br /> P""• City Manager Fales stated for the record that no part of the <br /> transfer station is proposed to be in Redwood City. <br /> Councilman Rhodes stated for the record that the subject before <br /> Council has nothing to do with land use for which the public <br /> hearings are scheduled on August 24, 1981, but that it is a Joint <br /> Powers Authority agreement that is essential to the welfare of <br /> South County citizens. <br /> Paul I. Kelly, 181 Second Street, San Mateo, attorney representing <br /> BFI suggested that Mr. Wilhelm is not acquainted with the facts of <br /> the situation. Mr. Kelly noted that he has represented Mr. <br /> Wilhelm's present clients for some 25 years and never told them • <br /> that they could not object to what another of his clients (BFI) was <br /> doing. Mr. Kelly also pointed out that the matter before Council <br /> has nothing to do with land use. <br /> Title read.
