Chandler ' Veterans Memorial Building <br /> Marguerite Leipzig January 13, 1981 <br /> Bill Rhodes <br /> mei <br /> JOINT MEETING <br /> mmig <br /> The City Council and the Planning Commission of the City of Redwood <br /> City met on this date at 7:30 p.m. with Mayor Biagi presiding. <br /> Councilmen present: Bury, Stangel and Mayor Biagi <br /> Councilmen absent: Britschgi , Chandler, Leipzig, Rhodes <br /> Planning Commissioners present: Castle, Poncia, Rowe, Spillers, <br /> Wandmayer and Chairman Claire <br /> Planning Commissioners absent: Smith <br /> Officials and staff present: Fales, Schricker, Schroeter, Bold, Reggetts <br /> General <br /> Council referred to a decision made by them last night to deny appli- <br /> cations (General Plan amendment and proposed rezoning relating to a <br /> "floating homes" proposal ) previously approved by the Planning Com- <br /> mission and in order to allay any misunderstanding by the Commission, <br /> wanted to assure them that the decision was believed to be the correct mmq <br /> one based on careful examination of the proposal , and concern for what <br /> is best for the community, as well as the fact that this small area is <br /> all that remains in the entire City that is suitable for heavy industry. aro <br /> Council also noted that those on the Council who had previously also <br /> served on the Planning Commission recognize that the Council has the <br /> advantage of more time to study issues referred to them by the Planning <br /> Commission, as well as the benefit of their judgment. <br /> City Council guidance regarding El Camino Real <br /> In response to comment by Council regarding conditions and the dilapi- <br /> dated appearance of the 700 Block of El Camino Real , City Manager Fales <br /> noted that staff and the Planning Commission had gone to a great deal <br /> of effort to do long range planning for the entire length of El Camino <br /> Real within the City at the specific request of Council ; that the <br /> problem is endemic with El Camino Real , not just the 700 Block; that <br /> for any community to have any kind of progress there must be continuity, <br /> rather than individual decisions on each small project; and that the <br /> principal role of the Planning Commission must be to-do that kind of <br /> long term planning that takes time, effort, hearings and study sessions <br /> to provide their best thinking with respect to these major projects that <br /> Council assigns to them. He stated that he believed the El Camino Real <br /> proposal should not have been discharged out of hand, but that there <br /> should have been this kind of dialogue, over whatever period of time it <br /> takes, to reconcile all of the research the Planning Commission had done. <br /> He noted that the City had commenced an investment in El Camino years <br /> ago, that it is not complete yet because of the State, and that when <br /> completed, it will amount to well over $2.5 million. Mr. Fales con- <br /> tinued that the idea of having the Planning Commission and Council deal <br /> with matters such as side yard setbacks is not productive, nor even <br /> interesting; that if every decision is to be made on a political basis, <br /> nothing will be accomplished, and hoped that the discussion tonight <br /> would address the kind of relationship that involves team planning and <br /> Jnt.Mtg. <br /> Council/Ping. <br /> 1/13/81 <br />
