444 <br /> Tuesdays alternate to the Commission's regular meeting date. Further <br /> discussion related to proposals for several long range projects that <br /> might be undertaken by the Commission, such as the General Plan, El <br /> Camino Real improvements, revision of the Zoning Ordinance to eliminate <br /> some inconsistencies, and condominium conversions. <br /> (The Council and Planning Commission recessed from 9:25 to 9:30 p.m. ) <br /> Mayor Biagi stated that he believed there should be a definite effort <br /> by the Council for a balance between business and residential develop- <br /> ment, that it is important to get the community on a sound basis; that ..si <br /> it is definite that State funds will be cut, but that even with less <br /> funds to operate, it is hoped that the level of services can be main- <br /> tained; that from the standpoint of financial aspects of Planning Com- <br /> mission decisions, that what is needed is to foster an atmosphere that <br /> will attract the right kind of commerce, since commercial development <br /> brings in more revenue than housing; that there must be a balance <br /> between business and housing; and that more thought must be given by <br /> both the Council and the Planning Commission in cases where a developer <br /> might want to bring in a large sum of money. <br /> City Manager Fales referred to the joint meeting to be held on <br /> January 31 of Council and all Boards and Commissions where some of these <br /> matters, including community vitalization will be dealt with. He noted <br /> that since 1978, there has been a trend in cities toward entrepreneurial <br /> activities, and that in various areas of the State there may at some <br /> point be resistance to that, given the amount of land owned by cities, <br /> which had traditionally been sold off to the highest bidder, but now <br /> is being kept by cities and earning long term income, to compensate for <br /> what they will no longer be getting from federal and state governments. <br /> He hoped some of this will come into the discussions, and advised that <br /> some background material will be sent out before the date of the meeting. <br /> s.w <br /> Adjournment <br /> Upon motion duly made, seconded and carried, the joint meeting of <br /> Council and Planning Commission adjourned at 9:40 p.m. <br /> FRANCES I.
