(continued) Lengthy discussion followed and Mr. Boxley and <br /> Ms. Salinas replied to questions regarding the <br /> need for a senior center in the area; the fact <br /> that the Center is in a poor location and <br /> safety of users is a serious concern; the fact <br /> that the Senior Citizens Advisory Committee <br /> report for the City is due soon; the possi- <br /> bility of establishing a better, safer senior <br /> center on the east side of the City at Hoover <br /> School; the fact that the School Board is • <br /> presently determining the disposition of <br /> Hoover School property; that it is a one- <br /> story building with plenty of parking; <br /> whether the physical condition of the present <br /> Center justifies spending some half million <br /> • <br /> dollars on renovation; the fact that no plans <br /> were presented for the use, or for sources of <br /> funds for maintenance and operation of the <br /> much expanded Center following the proposed <br /> renovation; the responsibility of Council with <br /> regard to citizen safety in buildings to be <br /> used by the public; the fact that a fire <br /> escape and sprinklers are not included in the <br /> plans at this time; the fact that the proposed <br /> $100,000 allocation represents only a part of <br /> the some $500,000 needed and it is not known • <br /> when the total amount might be acquired; the <br /> fact that the Senior Center users have a pro- <br /> gram now where they want it whether or not <br /> the structure is worthy of•the anticipated <br /> cost of renovation; the fact that much self- <br /> help has been involved in the Center programs; <br /> and the fact that it is not.unusual for <br /> operators of senior centers to be unable to <br /> Www• be specific about where sources of operating <br /> funds may be in future years. <br /> Discussion continued regarding the great need <br /> for housing; the success of the City's Home <br /> Rehabilitation Program; the desire of Council <br /> to proceed with the housing cooperative <br /> scheduled for development in Redwood Shores; <br /> and whether or not Hoover School property <br /> might become available for a center. <br /> The motion failed on the following roll call <br /> vote: <br /> Ayes: Councilmen Britschgi, Bury <br /> Noes: Councilmen Chandler, Leipzig, Rhodes, <br /> Stangel and Mayor Biagi <br /> M/S: Britschgi/Chandler to accept the recom- <br /> mendation of the Planning Commission and <br /> • Housing and Human Concerns Committee with <br /> regard to allocation of Community Development <br /> Block Grant Funds, 1981-82, except that the <br /> $100,000 proposed to be allocated to Target <br /> Education and Welfare for the Senior Center be <br /> deleted and the amount be allocated as follows: <br /> 1) $25,000 to the Cooperative Housing Project <br /> (Redwood Shores), increasing that alloca- <br /> tion to $100,000; and <br /> 2) $75,000 to the Housing Rehabilitation <br /> image Program, increasing that allocation to <br /> $350,000. <br /> Reg.Mtg. <br /> 2/2/81 <br /> Page 5 <br /> ...+.war., <br />
