139
AGENDA (continued) ACTION TAKEN (continued)
2. (continued) City Manager Fales pointed out for the record
that: 1) the City's rehabilitation program is
the most successful in the County; 2) that it
is ridiculous to suggest starting a landbanking/
new construction program with only $677,000;
3) that the Housing Cooperative started by
City initiative has received eight acres of
land free and it will still require a family
income of $20,000 in order to purchase a unit;
4) that Marks-Foran may provide more funds for
new housing, noting such bond issues are for
amounts in the neighborhood of 100 million
dollars; and 5) that the rehabilitation pro-
gram has provided an imaginative approach to
use of CDBD funds to retain existing housing.
Discussion continued and it was pointed out
that new private housing for any income level
tends to make housing available at the bottom
level, because of the tendency of homeowners
to upgrade their housing, so that new private
construction in Redwood Shores and elsewhere
in the City will reach all levels of income.
Mayor Rhodes invited anyone else who wished
to speak to do so. No one else wished to
speak.
M/S: Norris/Bury to close the public hearing.
Carried unanimously by voice vote.
M/S: Bury/Chandler to accept the recommenda-
tion of the Planning Commission and approve
the Sixth Year Community Development Block
Grant application to the Federal Department
of Housing and Urban Development for the
1980-81 allocations of approximately $677,000
as recommended by the Housing and Human
Concerns Committee.
Carried unanimously by voice vote.
(MINUTE ORDER NO. 80-10)
!"^
REPORTS OF BOARDS AND COMMISSIONS REPORTS OF BOARDS AND COMMISSIONS
Ira None None
REPORTS OF CITY MANAGER REPORTS OF CITY MANAGER
3.
