(continued) City Manager Fales pointed out for the record <br /> that: 1) the City's rehabilitation program is <br /> the most successful in the County; 2) that it <br /> is ridiculous to suggest starting a landbanking/ <br /> new construction program with only $677,000; <br /> 3) that the Housing Cooperative started by <br /> City initiative has received eight acres of <br /> land free and it will still require a family <br /> income of $20,000 in order to purchase a unit; <br /> 4) that Marks-Foran may provide more funds for <br /> new housing, noting such bond issues are for <br /> amounts in the neighborhood of 100 million <br /> dollars; and 5) that the rehabilitation pro- <br /> gram has provided an imaginative approach to <br /> use of CDBD funds to retain existing housing. <br /> Discussion continued and it was pointed out <br /> that new private housing for any income level <br /> tends to make housing available at the bottom <br /> level, because of the tendency of homeowners <br /> to upgrade their housing, so that new private <br /> construction in Redwood Shores and elsewhere <br /> in the City will reach all levels of income. <br /> Mayor Rhodes invited anyone else who wished <br /> to speak to do so.
