(continued) Mr. Schricker observed that a comprehensive <br /> review of the sign ordinance is presently <br /> going on and that if changes are to be made <br /> they must apply to categories not to indi- <br /> vidual signs. <br /> Mayor Biagi invited anyone else present who <br /> wished to speak to do so. No one wished to <br /> speak. <br /> M/S: Leipzig/Rhodes to close the public <br /> hearing. <br /> Carried unanimously by voice vote and hearing <br /> closed at 8:03 p.m. <br /> Discussion continued and Mr. Schricker and <br /> City Manager Fales commented and replied to <br /> questions regarding the sign ordinance pro- <br /> vision for one sign per shopping center; the <br /> kind of variance circumstances and standards <br /> which could be established for categories; <br /> the possibility that shopping centers could <br /> be subdivided into many parcels, if the <br /> precedent for doing so were set; whether signs <br /> are necessary for a good shopping center; the <br /> treatment of contiguous parcels with the same <br /> owner as one parcel by the assessor; the fact <br /> that increased business at a shopping center <br /> provides sales tax revenue and jobs; the fact ""' <br /> that the Attorney's office is putting into <br /> legal form the material developed with regard <br /> to review of the provisions for signs adjacent <br /> to freeways; the possibility of using public <br /> property for a sign which is truly directional; <br /> and the fact that one sign for the shopping <br /> center has been approved (Sign "A"). <br /> M/S: Leipzig/Stangel to uphold the denial of <br /> the applications for proposed sign "B" (more <br /> than one sign for the same shopping center and <br /> primarily viewed from freeway in violation of <br /> Sections 3.101 and 3.129 of the Code) and pro- <br /> posed sign "C" (located off premises in viola- <br /> ' tion of Section 3.94) and to direct staff to <br /> work with the applicant and prepare a revocable <br /> permit for the directional sign ("C") to be <br /> returned to Council. <br /> ADDITION TO MOTION: In accordance with the <br /> consensus of Council, Councilman Leipzig, with <br /> the consent of her second, added to the motion <br /> that the proposed directional sign is to be <br /> smaller than the 6'6" x 10'5" proposed. <br /> The motion with the addition carried by <br /> majority voice vote.
