7
-•.-« AGENDA (continued) ACTION TAKEN (continued)
REPORTS OF CITY MANAGER (continued) REPORTS OF CITY MANAGER (continued)
9. (continued) Mr. Addiego commented on the contents and
certain inaccuracies of the letter from
Robert 0. Wilhelm requesting the City to award
contracts to Piombo Corporation and to
California Dredging Company for a combination
dredging and dragline project. In response to
questions, City Manager Fales said that the bid
alternative format was suggested by Mr. Addiego
as the means of obtaining the lowest project
cost for the City, and bid results indicate he
was correct.
Mr. Addiego then referred to wall maps, pointing
out that the bid award is critical as many pro-
jects are being constructed in the area, and
future construction is dependent upon completion
of the subject project. In response to ques-
tion, City Attorney Schricker advised that the
bid may be awarded for an all-dragline project.
Mr. Addiego concluded his presentation with
remarks concerning the reasons for his
recommendation.
Donald G. Warren, President, Redwood Shores,
Inc. 350 Marine World Parkway, complimented
City staff for their analyses of the problems
connected with the subject project and their
handling of District projects in the area.
Mr. Warren advised that his private, indepen-
dent evaluation of the bids resulted in the
same conclusion as that recommended by Mr.
Addiego for an all-dragline project.
Robert 0. Wilhelm, author of the letter on
behalf of Piombo Corporation, insisted his
figures are accurate and that the total cost
to the City will be greater for the all-dragline
project recommended by the Director of Public
Works than for dredging and dragline employing
Piombo. He said he could guarantee a charge
of $1.00 per cubic yard for conditioning of
dredge material, although that item was not
included in the bid documents, and the amount
bid for conditioning dragline material was
$2.00.
Milton Schwartz, contractor, Piombo Corporation,
stated he agrees that dredging is less de-
sirable than dragline for the subject project,
observing he had so advised the City before the
previous unsuccessful dredging project was com-
menced. He acknowledged that he is urging that
the project be completed by dredging and drag-
line now, because Piombo would then be awarded
a contract.
(End of tape recording 9:50 p.m.)
Lengthy discussion followed and Mr. Schwartz,
Mr. Fales, Mr. Schricker and Mr. Addiego com-
mented and replied to questions concerning
Reg.Mtg.
6/23/80
Page 6
t
_ jft
J
