Johnson, Jr. , 24 Cadiz Circle, owner of Parcel 95-181-270, <br /> presented his application for assessment adjustment requesting adjust- <br /> ment of the assessed value of the land only. Dr. Johnson reported <br /> that he is unable to construct a patio and make full use of his yard <br /> because of the severe drainage problem on his property. He advised <br /> that complaints have been filed with the City, the State and the <br /> builder, Bren Company, and that since the developer's bond period has <br /> not expired on his two-year old home, he is confident the drainage <br /> situation will eventually be corrected, but in the meantime, he cannot . <br /> use the property, and it is less valuable than comparable property of <br /> his neighbors. <br /> Mayor Biagi then turned over Dr. Johnson's application and advised he <br /> will receive notice of the appeal hearing which will be held after the <br /> September 15 deadline for filing. (memo 7/22/80) <br /> Mr. Ference called attention to a clerical error with regard to <br /> Parcel No. 095-075-020 noting that the assessment roll should indicate <br /> for Albert Anderson, land value of $39,500 and improvements value of <br /> $95,500 for a total of $135,000 rather than land at $39,500 and im- <br /> provements at $135,000 for a total of $174,500 as shown. <br /> In response to question, Mr. Greer stated that the waterfront properties <br /> at the Seabridge development have higher assessments than those which <br /> are not on the water, noting the market prices reflected the difference <br /> in value. <br /> Poi <br /> District Assessor Ference advised that it should be kept in mind that <br /> the Assessment Roll reflects conditions as they existed on March 1, mod <br /> 1980 and that any changes since that date will be reflected in the <br /> next Roll . <br /> Mr. Ference and Mr. Greer responded to questions relating to assessment <br /> of Marine World property and the basis of evaluation of such properties. <br /> In response to question relating to assessment of partially completed <br /> construction, Mr. Greer advised that assessment is based on the per- <br /> centage of improvements which are complete on the assessment date. <br /> Alex Francois, General Appraisal Company, and Mr. Greer replied to <br /> questions concerning the accepted appraisal practice with relation <br /> to new commercial construction regarding cost of construction and <br /> cost of competitive space. <br /> Mayor Biagi called attention to the letter from John Murphy, 421 Luff <br /> Lane, regarding assessment procedure generally in GID NO. 1-64. Mr. <br /> Ference advised that he has sent Mr. Murphy an application for his use <br /> in the event he wished to request an assessment adjustment for his <br /> property. (memo 7/22/80) <br /> In response to comment and request, Mr. Francois offered to provide <br /> information regarding the percentage of land Mobil owns and the in- <br /> creases in value of developed and undeveloped land and also other um. <br /> statistical breakdowns of information which may be of interest to <br /> Council .
