(continued) prevention, if residents are encouraged to <br /> clean up twice a year; to what extent the in- <br /> crease which would be coming to the City for <br /> billing and collection might cover a program <br /> of cleanup days; and whether residents might be <br /> offered garden clipping pickup service for an <br /> additional monthly charge. <br /> Assistant City Manager Smith recommended that <br /> if Council wishes to establish cleanup days at <br /> City expense, that the funds should be taken <br /> from reserves rather than out of specific <br /> revenues which might create computer problems. <br /> Frank Esposito, 2434 Oregon, reported that about <br /> half of his neighbors have a second garbage can <br /> and simply leave a dollar bill on the lid as <br /> payment, suggesting that a substantial amount <br /> is collected that way, if the garbagemen turn <br /> it in. He observed that they probably have <br /> cost-of-living increases also and suggested <br /> BFI should prevent that kind of thing. He <br /> stated that he objects to the rough way the cans <br /> are being handled and the debris left in the <br /> area after the cans are supposed to have been <br /> emptied. <br /> Councilman Bury stated for the record that it lea <br /> is not proper to indict the garbagement who <br /> have no representative present to respond and <br /> that he hopes that garbage service will con- <br /> tinue to be provided by professional private <br /> enterprise at a reasonable profit by an agency <br /> which is studying recovery programs and planning <br /> for the future. Other Council members concurred <br /> in his statement. <br /> Paul F. Kelly, 181 Second Avenue, San Mateo, <br /> counsel for BFI, suggested that if debris is <br /> left after a pickup, Mr. Esposito should call <br /> the service department who will send a truck to <br /> complete the pickup. Mr. Kelly advised that <br /> BFI agrees with Mr. Ference's findings and <br /> recommendation, noting that Redwood City will <br /> be receiving the lowest rate in the Bay Area <br /> for similar garbage service. <br /> M/S: Chandler/Stangel to accept the report and <br /> approve the recommendation of the Director of <br /> Finance regarding refuse collection rates <br /> ("1. A 23.5% increase be granted by Redwood <br /> City for refuse collection service to <br /> Browning-Ferris Industries of San Mateo, <br /> Inc., effective September 1, 1980. <br /> "2.
