(continued) Adelina Macedo, 628 Canyon Road, advised that <br /> the new apartment house owner is attempting to <br /> work out something with regard to litter from <br /> the neighboring apartment being deposited in <br /> her yard. Mrs. Macedo urged approval of the <br /> proposed zone change. <br /> Larry Chew, 72 Encino, Atherton, owner of the <br /> apartment house at 616 Canyon Road, referred <br /> to his letter to Council opposing the proposed <br /> zone change. Mr. Chew suggested that the City <br /> should avoid creating economic discrimination <br /> by not permitting multiple dwelling lots in <br /> more desirable parts of the City. <br /> Helen Bennett, 627 Canyon Road, read from a <br /> circular she reported was distributed in her <br /> neighborhood suggesting considerable develop- <br /> ment is taking place and objecting to condi- <br /> tions of part of the road. It was pointed <br /> out that the comments have no basis in fact <br /> since the development is single-family homes; <br /> no apartment zoning is proposed; that the <br /> difference between R-4 and R-2 is two units <br /> per lot provided other qualifications are met; <br /> that portions of the road improved by de- <br /> velopers will be paid for by the residents <br /> of the new homes in the price paid for the <br /> home; and that residents of Canyon Road area <br /> have refused to assess themselves for road <br /> improvements in spite of assistance from the <br /> City; and that residents elsewhere in the <br /> City have paid for the street and sidewalk <br /> improvements they enjoy. <br /> Jan Weintraub, 3255 Oak Knoll, stated that she <br /> prefers open space rather than even two more <br /> homes in her neighborhood and urged approval <br /> of the proposed zone change. <br /> . John Cooper, 831 Upland, suggested the require- <br /> ment to balance housing and open space needs <br /> presents a difficult Council decision. <br /> W <br /> Harry Fuller, 635 Canyon Road, urged improve- <br /> ment of his street; suggested water drainage <br /> is a problem because of development in the <br /> area; and suggested that his area does not <br /> get the same traffic control and other services <br /> as elsewhere in the City. It was explained <br /> that his area receives the same tax supported <br /> City services as any other part of the City, <br /> but that with regard to street improvements, <br /> the residents there have consistently refused <br /> to bear their fair share of the cost and have <br /> opposed improvements. <br /> Mayor Rhodes invited anyone else present who <br /> wished to speak to do so.
