153
AGENDA (continued) ACTION 'TAKEN (continued)
PUBLIC HEARINGS (continued) PUBLIC HEARINGS (continued)
5. (continued) Adelina Macedo, 628 Canyon Road, advised that
the new apartment house owner is attempting to
work out something with regard to litter from
the neighboring apartment being deposited in
her yard. Mrs. Macedo urged approval of the
proposed zone change.
Larry Chew, 72 Encino, Atherton, owner of the
apartment house at 616 Canyon Road, referred
to his letter to Council opposing the proposed
zone change. Mr. Chew suggested that the City
should avoid creating economic discrimination
by not permitting multiple dwelling lots in
more desirable parts of the City.
Helen Bennett, 627 Canyon Road, read from a
circular she reported was distributed in her
neighborhood suggesting considerable develop-
ment is taking place and objecting to condi-
tions of part of the road. It was pointed
out that the comments have no basis in fact
since the development is single-family homes;
no apartment zoning is proposed; that the
difference between R-4 and R-2 is two units
per lot provided other qualifications are met;
that portions of the road improved by de-
velopers will be paid for by the residents
of the new homes in the price paid for the
home; and that residents of Canyon Road area
have refused to assess themselves for road
improvements in spite of assistance from the
City; and that residents elsewhere in the
City have paid for the street and sidewalk
improvements they enjoy.
Jan Weintraub, 3255 Oak Knoll, stated that she
prefers open space rather than even two more
homes in her neighborhood and urged approval
of the proposed zone change.
. John Cooper, 831 Upland, suggested the require-
ment to balance housing and open space needs
presents a difficult Council decision.
W
Harry Fuller, 635 Canyon Road, urged improve-
ment of his street; suggested water drainage
is a problem because of development in the
area; and suggested that his area does not
get the same traffic control and other services
as elsewhere in the City. It was explained
that his area receives the same tax supported
City services as any other part of the City,
but that with regard to street improvements,
the residents there have consistently refused
to bear their fair share of the cost and have
opposed improvements.
Mayor Rhodes invited anyone else present who
wished to speak to do so. No one wished to
speak.
Reg.Mtg.
2/11/80
Page 4
C
