Housing Rehabilitation Program Report of City Manager 10/22/80 <br /> Report of Housing Officer 10/22/80 <br /> City Manager Fales reviewed the report of the <br /> Housing Officer in detail regarding each of the <br /> IP" proposed actions, noting they relate to: 1) <br /> targetting the geographical area involved; <br /> 2) execution of agreements to enable funding <br /> bar to become available for loans; 3) need for <br /> additional personnel; and 4) the approval of <br /> a citizen participation committee. <br /> In response to question, Assistant City Manager <br /> Smith advised that for the purposes of the <br /> Program, a "neighborhood" is the area where <br /> there is a high concentration of housing <br /> problems and which is small enough so that the <br /> impact of the Program will be apparent. In <br /> further response to question, Mr. Smith advised <br /> that anyone in Redwood City would be eligible <br /> if qualifications are met, observing that there <br /> are problem areas elsewhere in the City beyond <br /> the Main to Spring Street area. He said that <br /> eligibility depends upon application of prop- <br /> erty owners, and that under certain circum- <br /> stances, the owners of mobile home parks may <br /> be eligible; but •it is questionable that loans <br /> could be made to mobile home owners. <br /> Housing Officer Church responded to questions, <br /> stating that no major problems have been ex- <br /> perienced in the two or three Bay Area cities <br /> which have similar programs; the loans are made <br /> at flat interest rates; the most sensitive area <br /> is possible fear of tenants of rent increases; <br /> Reg.Mtg. <br /> 10/27/80 <br /> 1.1.1 Page 2 <br /> �rrr <br />
