Discussion It was suggested by Councilman Britschgi that <br /> a procedure be established whereby the Mayor <br /> would be responsible for assigning individual <br /> councilmen on a rotational basis to attend <br /> certain functions, the costs for which would <br /> be reimbursed to them, and that the procedure <br /> be written into the proposed ordinance. Dis- <br /> cussion followed regarding the fact that <br /> representation for the City can be quite sig- <br /> nificant at certain functions; that rather <br /> than incorporate the suggestion into the ordi- <br /> nance, it would be preferable to set it as a <br /> matter of Council policy. City Attorney <br /> Schricker added that the ordinance only speaks <br /> to the rates of reimbursement, and referred <br /> to an existing Section (2.27.3) of the Code <br /> which provides that a Council member wishing <br /> to attend a function within the City, and <br /> wishing to be reimbursed for those expenses, <br /> other than transportation, must obtain prior <br /> approval by Council. It was pointed out, <br /> however, that retroactive approval is some- <br /> times necessary in cases where insufficient <br /> notice of a meeting is given. It was gener- <br /> ally concurred in that all Councilmen should <br /> have the opportunity to attend meetings with <br /> appropriate offset of costs for such atten- <br /> dance. Leslie Vickery, 980 3rd Avenue, stated <br /> that the City crews had trimmed the trees <br /> along 3rd Avenue during the past week, but <br /> failed to trim the upper branches reaching <br /> into power lines. He also objected to the <br /> pruning methods used on magnolia trees on <br /> that block by one of the employees. <br /> Council pointed out the impropriety of <br /> criticizing an employee publicly without <br /> giving him the opportunity to be heard and <br /> without a thorough investigation.
