406 <br /> and indicated that a recreational and athletic program would have posi- <br /> tive social benefits by directing youth away from destructive activities. <br /> Mayor Biagi advised that staff time had been authorized, but that Council <br /> would not go ahead with the proposed program without some indication <br /> from the School Board as to whether or not to proceed. The Board re- <br /> sponded that they would need to see the consultant's report before any <br /> decision can be made; that the District has financial problems, and <br /> educational programs have had to be cut. Council acknowledged that it "NI <br /> realizes the District has limited resources; that the City had budgetary <br /> constraints as well and can appreciate the problem. awl <br /> In response to a question regarding what is being done in the eastern <br /> part of Redwood City now, Mr. Fales advised that after-school programs <br /> are conducted now at Hoover School ; that if the City could use one of <br /> the empty classrooms, the Police Youth Club would soon have a program <br /> going there. He acknowledged the Board's concern with regard to long- <br /> term use of their property. With regard to use by the PYC of school <br /> grounds for a boxing program, he advised there may be a legal question, <br /> and that the Club has requested a legal opinion as to whether a private, <br /> non-profit organization can conduct that kind of activity on school <br /> grounds, and is awaiting a response. <br /> City's role regarding children's safety going to and from school <br /> The problems caused by closing of some schools and discontinuing bus <br /> service was mentioned by the Board, requiring some children to cross <br /> El Camino Real to reach Selby Lane School , and generally to have to <br /> walk in unfamiliar areas. It was also noted that there are new school <br /> crossings where there were none before. Mr. Fales recommended that <br /> when those patterns are plotted, the District staff should get to- <br /> gether with the Chief of Police, and that the City staff may have sug- <br /> gestions as to where to have the traffic flow. Chief Bold added that ••w <br /> the traffic would determine whether or not a crossing guard is warranted. <br /> Referring back to the Selby Lane School , the Board stated that they <br /> learned that the school may not have a "school crossing" sign unless <br /> there is a given number of children within a given distance of the <br /> school . Mr. Fales offered to help with the Selby Lane situation by <br /> way of advice on how to approach those responsible. <br /> Discussion followed with regard to the desire of the Board to wait for <br /> the study before making its decision on the Hoover School recreation <br /> area proposal ; the fact that the Council hoped the matter will not <br /> simply be dropped, and that it is acted upon reasonably soon, or it <br /> may never be accomplished. <br /> Mayor Biagi referred to the rezoning of school properties to "Public <br /> Facility" District, and reassured the Board that the rezoning will <br /> not affect its capability to be sold for best and highest use; that <br /> the City will not do anything that is deterimental to the School <br /> District. <br /> President Mosher advised in response to question that the site study is <br /> expected to be available by December 10, and that the Liaison Committee <br /> meeting is scheduled for that day at Sequoia High School . <br /> Adjournment <br /> On motion duly made and seconded, the joint meeting adjourned at 9:32 p.m. <br /> mow <br /> Frances I .
